Description
Delivers in a multi-disciplined matrix team accountable for services within the I&IT Program Management Office, aimed at managing and measuring the effectiveness of I&IT as a business. Reporting to the Senior Manager of I&IT PMO, this role is responsible for project governance, controls and progress reporting, risk & compliance reporting, change management, strategic communications, financial tracking & reporting, and the development and optimization of PMO processes, methodologies, and templates.
KEY CONTRIBUTIONS
Functional/Technical
- Promotes the implementation and governance of PMO frameworks, policies, processes, and software/tools through development of action plans, communication strategies, change management, performance measurement, and tracking/reporting.
- Leads analysis of PMO functions, processes, and tools to ensure continuous improvement and incorporation of stakeholder feedback.
- Defines, documents, reports on, and evolves KPIs to measure and monitor the I&IT business unit.
- Supports development and monitors progress of the PMO's operating plan.
- Participates in enterprise reporting, including monthly project reports to SMT, and tracks actions and commitments.
- Prepares and maintains KPI and financial records related to project delivery and business benefits realization.
- Analyzes I&IT headcount and vacancy reporting, reconciling discrepancies.
- Tracks procurement activities and supports procurement project initiation.
- Monitors staff augmentation programs, coordinating hiring and onboarding requests.
- Manages staff augmentation reporting to ensure quality and consistency for executive review.
- Leads tools like the PMO Project Status Tracker, Enterprise Risk, and Project Level Risk Register, ensuring efficiency, accuracy, and training.
Customer/Stakeholder
- Supports strategic communications, ensuring alignment with enterprise standards, including presentations at various forums.
- Partners with stakeholders to gather data for evidence-informed decision making.
- Builds strong relationships across I&IT and Metrolinx to manage reporting needs.
Operational Excellence
- Maintains operational excellence by promoting best practices in project controls, communication, KPIs, and portfolio management.
- Identifies opportunities for process and workflow improvements.
- Encourages innovation while ensuring operational stability.
- Researches and updates procedures and guidelines for efficiency.
Performance Reporting
- Develops and reports on KPIs for products and services, consolidates and analyzes performance data.
- Supports the development of dashboards, scorecards, and ad hoc reports.
- Tracks and reports audit findings, ensuring progress on gaps.
- Provides project oversight, ensuring process consistency and risk management.
- Tracks project portfolio status and reporting compliance.
Financial Stewardship
- Assists in managing budgets, aligning with I&IT financial plans, and tracking benefits.
- Supports capital funding submissions and monitors investment timing.
People Leadership
- Supports operational rollout, including training and change management.
- Develops project plans and reports for team functions.
- Works effectively with technical and non-technical teams.
- Acts as a PMO champion, leading initiatives and promoting transparency.
- Participates in communication of status, risks, and issues.
- Provides leadership and coaching to team members.
- Promotes Metrolinx values, especially in handling sensitive information.
Education
- Degree or diploma in Business Administration, Information Systems, or related discipline, or equivalent experience.
Experience
- Minimum six (6) years in Project Management, Change Management, or related fields, preferably in IT planning.
- Experience in facilitation, conflict resolution, influencing, and stakeholder management.
Certifications or Designations
- Six Sigma is an asset.
- CPA, CA, or CMA is required.
- Project Management Professional (PMP) or PRINCE2 is an asset.
- Agile certifications, ITIL Foundations, and PROSCI are assets.
Technical Competencies
- Advisory experience with senior leadership and support for initiatives.
- Understanding of financial processes and concepts.
- Experience assessing benefits, costs, and risks.
- Participation in budget development and management.
- Knowledge of project management principles, including budget and schedule controls.
- Skills in collaboration, negotiation, and partnership building.
- Proficiency with PowerBI, PowerApps, Visio, and MS tools.
- Strong communication skills for documentation and presentations.
Must Haves
- 6+ years' experience in Project and/or Change Management, preferably in IT.
- CPA, CA, or CMA certification.
