Job summary

ARC OF CARROLL COUNTY INC is seeking a Behavioral Consultant to lead development, oversight, and delivery of Behavioral Support Services in compliance with Maryland DDA and Medicaid Waiver requirements.

You will conduct behavioral assessments, develop and monitor behavior support plans, provide staff training, and ensure program quality and regulatory compliance in an in-office role.

Qualifications

  • Master’s degree in behavior analysis, psychology, education, or related field.
  • BCBA certification.
  • Eligible to practice in Maryland as a Behavioral Analyst.
  • Experience in functional analyses and tiered behavior support plans.
  • Strong communication and data analysis skills.

  • Valid driver's license with at least 2 years driving experience.

Location: Westminster, MD

This is a fully in-office position; no telecommuting option.

Salary: $90,000/yr

The Arc Carroll County is looking for a Behavioral Consultant who would be responsible for the development, oversight, and delivery of Behavioral Support Services in compliance with Maryland Developmental Disabilities (DDA) and Medicaid Waiver requirements. This role ensures that all behavioral services are person-centered, data-driven, trauma-informed, and aligned with MANDT and regulatory standards. The Behavioral Consultant will conduct behavioral assessments, develop and monitor behavior support plans, provide staff training, and oversee program quality and compliance.

Essential Functions
  • Conduct functional behavior assessments (FBA), including ABC data analysis. Use evidence-based tools to determine the causes, patterns, and triggers of challenging behaviors, often in collaboration with multidisciplinary team.
  • Develop, implement, and monitor individualized evidence-based behavior support plans.
  • Utilize a Trauma Informed Care approach and empowerment.
  • Utilize MANDT’s terminology and/or any other program identified and utilized by the state of Maryland.
  • Ensure interventions prioritize least restrictive alternatives and positive behavioral support strategies.
  • Monitor progress and revise plans based on data and outcomes.
  • Ensure compliance with local, state, and regulatory requirements (e.g., DDA, OHCQ, Medicaid).
  • Maintain timely documentation of behavior plans, progress notes, data tracking, and staff training and supervision.
  • Provide training to employees, coordinators, and caregivers on behavior support strategies, data collection, and plan implementation. This includes in-person instruction and modeling on implementation of the behavior support plan. This can include observation, feedback, and teaching best practices for positive behavior support.
  • Develop systems for data collection, analysis, outcome tracking, and reporting for internal and external stakeholders.
  • Analyze trends and make programmatic recommendations.
  • Provide ongoing consultation and support.
  • Collaborate with interdisciplinary teams, families, caregivers, and coordinators of community services (CCS).
  • Identify person-centered outcomes and align behavioral strategies accordingly.
  • Support integration of communication strategies and adaptive skills development.
  • Follow DDA and state regulations regarding human rights, BSP restrictions, and positive supports.
  • All other duties as assigned.

Requirements

1. Master’s degree in behavior analysis, psychology, education, or related field.

2. Must possess a current certification as a Board-Certified Behavior Analyst (BCBA)

3. Eligible to practice in the State of Maryland as a Behavioral Analyst under applicable regulations.

4. Experience in conducting functional analyses and developing tiered behavior support plans for individuals with intellectual and developmental disabilities.

5. Strong communication and data analysis skills.

6. Data-driven decision-making.

7. Experience training staff and caregivers.

8. Must be able to travel within the county, work independently, and manage multiple cases.

9. Must have knowledge of DDA and COMAR regulations.

10. Must be at least 18 years of age at the time of application.

11. Must have a valid U.S. driver's license with a minimum of two (2) years of driving experience not including time spent on a permit.

12. Must have a clean drug screen, criminal record and a clean/safe driving record.

13. The ability to complete CPR, First Aid, and other required training.

14. Desire to provide individualized person-centered support to people with disabilities to help them achieve their goals and aspirations.

PHYSICAL REQUIREMENTS:
  • Ability to lift/manipulate at least 50 pounds frequently with ability to lift, carry and/or exert force in excess of 100 pounds of force occasionally.
  • Ability to withstand prolonged periods of standing and frequent bending, stooping, reaching, pulling, and pushing required: Including lifting a wheelchair and repositioning an individual.
  • Ability to transfer individual from chair to vehicle, bed to chair. Ability to position individual on a sling or Hoyer lift. Ability to safely and physically secure an individual in a vehicle, including properly applying and fastening wheelchair tie-downs and straps.
