About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

The Office of the Chief Administrative Officer (OCAO) plays a critical role in supporting the entire organization. Comprised of Policy & Legislation, Corporate Operations and Corporate Services the OCAO is driven by customer-service and taking action to advise, consult and support each division across the LDB.

The OCAO is comprised of approximately 140 staff. What brings the OCAO together as a team is the ability to work together to support government, as well as the operational areas of the business and other support areas (e.g., Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.

About this role:

The Program Manager leads and directs the development, implementation and evaluation of major long-term programs that involve overseeing sub-projects and multiple delivery components. The role is accountable for programs that typically have many team members involved - both employees and contractors. The Program Manager oversees programs that are strategic in nature, align to the organization's service plan and goals and are large transformational programs with significant cultural and organizational change management components.

Strong leadership and communication skills are required to guide teams through programs, sub-projects, manage competing priorities and conflicts, foster consensus, facilitate change to people, processes and tools and drive delivery of assigned projects to ensure timeliness and quality within scope and budget.

Position requirements:
Education and Experience:
  • Degree or diploma in computer science, business administration or a related discipline, a project management certification from a recognized institution (i.e., PMP, PgMP or PfMP), and a minimum of five (5) years of recent, related experience*.

*Recent, related experience must have occurred within the last seven (7) years and must include the following:

  • Experience delivering projects/programs with multiple components and complexity with a value exceeding $2 million.
  • Experience leading organizational change associated with project/program implementation.
  • Experience directly managing project managers or project teams.

Preference may be given to those candidates with any of the following:

  • Establishing collaborative relationships with executives and senior leadership.
  • Experience in business planning, contract management, financial management, and/ or negotiations.
  • Leading project/programs of significant scope and impact.
  • Managing cross-functional teams in the development and implementation of complex, transformational programs.
