Job summary

BC Liquor Distribution Branch is seeking a Manager, PMO to lead the enterprise project management office and drive strategy, governance and portfolio execution across key divisions. The role oversees PMO processes, ensures alignment with organizational goals and supports agile, waterfall and hybrid methodologies.

Reporting to the Director, EPMO, you will manage analysts and coordinators, advance KPI tracking, reporting, and risk management while guiding staff development in a hybrid work

Qualifications

  • Degree or diploma in business administration, computer science or related discipline.
  • Project management certification (PMP, PgMP or PfMP).
  • Minimum of five years of related experience.
  • Experience developing or managing a mid to large-sized project's portfolio.
  • Experience leading multi-disciplinary senior professionals and/or managers using PM methodologies.
  • Experience with budgeting, contract, resource and financial management for projects.
  • Experience developing and tracking KPIs related to project capability.

About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

The Office of the Chief Administrative Officer (OCAO) plays a critical role in supporting the entire organization. Comprised of Policy & Legislation, Corporate Operations and Corporate Services the OCAO is driven by customer-service and taking action to advise, consult and support each division across the LDB.

The OCAO is comprised of approximately 140 staff. What brings the OCAO together as a team is the ability to work together to support government, as well as the operational areas of the business and other support areas (e.g., Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.

About this role:

The Enterprise Project Management Office (EPMO) provides leadership, manages and coordinates project and program management services across the enterprise. The Manager, PMO develops and provides program/project strategy to ensure investment and execution is aligned with organizational goals. The Managger, PMO develops processes and tools for the development and support of LDB project portfolio management and has adopted agile, waterfall and hybrid project methodology; provides governance, project best practices, methodology and mentorship, and Project Management resources for projects ranging in size from smaller projects to large corporate projects/programs with large technological components across the organization. The scope of projects/programs span across the various LDB lines of business including: Retail and Wholesale Liquor Operations, Cannabis Operations, Finance, Human Resources and Corporate Strategic Services.

Reporting to the Director, EPMO, the Manager, PMO manages and coordinates project and program services across the enterprise. The Manager, PMO interacts with functional/business departmental leadership to craft program/project strategy that aligns with business objectives and priorities. The role is responsible for developing robust and flexible project and program methodology for use throughout the organization. The Manager, PMO is responsible for identifying fit-for-purpose methodology to ensure that projects/programs are executed to ensure successful outcomes and reduce risk. The Manager, PMO is responsible for corporate executive portfolio reporting, including project and budget status, enterprise resource allocation, risk and issues and maximizing the efficiency and effectiveness of service delivery while meeting the evolving demands of changing priorities. This position executes the EPMO strategy by determining and driving the program and process to achieve the strategic goals for project planning and performance tracking within the LDB, and implementing and administering measurements and reporting mechanisms to demonstrate the organization's achievement of its mandate and to ensure reliable program accountability.

The Manager, PMO oversees and manages the team of Project Analysts and Project Coordinators, including the assignment of work, performance management, and supporting their professional development through coaching and mentoring. Additionally, the position will develop and maintain a centre of excellence for improving the management of projects/programs including project management methodology and guidelines, coaching, and advising business units across the organization on the use of these tools to build organization knowledge around project planning and performance tracking. The position will also step in to support as necessary and provide Sr. Project Manager or Program Manager services as required.

Position requirements:
Education and Experience:
  • Degree or diploma in business administration, computer science or a related discipline, a project management certification from a recognized institution (i.e., PMP, PgMP or PfMP), and a minimum of five (5) years of recent, related experience*.

*Recent, related experience must have occurred in the last seven (7) years and must include the following:

  • Experience developing or managing, a mid to large-sized organization's project portfolio to plan and prioritize fund and resource allocation.
  • Experience leading and coaching multi-disciplinary senior level professionals and/or managers using PM methodologies and strategic practices for discovery and monitoring of complex projects.
  • Experience with administering or overseeing the administration of PM methodologies and guidelines in organizations with significant projects of varying sizes and complexity.
  • Experience in business planning, contract management, resource management, and financial management for projects.
  • Experience directly managing staff, including performance management, coaching, and development, combined with experience leading project teams in a complex environment.
  • Experience developing and tracking KPIs relating to organization project capabilities.

Preference may be given to those candidates with the following:

  • Experience in the retail and supply chain industry.
