Job Description

ECS is supporting the Advanced Research Projects Agency for Health (ARPA-H). In this role, you will serve as a Contract Specialist, enabling the agency to manage and oversee advanced R&D efforts, shape future R&D concepts, programs, and solutions, and help integrate and advance healthcare ecosystem processes and policies. You will support R&D teams, Government Program Managers, and stakeholders across the health innovation ecosystem.

What You Will Do

• Assist with the development and administration of ARPA-H projects, including acquisition documents, solicitation materials, source selection reviews, and technical solution assessments.
• Monitor project performance and review contract deliverables to ensure goals are met.
• Collaborate effectively within a diverse team:
• Build strong relationships with scientists, engineers, and advisors.
• Communicate complex scientific concepts clearly to technical and non-technical audiences.
• Participate in brainstorming and problem-solving exercises.

Salary Range: $75,000 - $130,000

Required Skills

• Bachelor's Degree required
• Five or more years of experience in Contracting and/or Procurement
• Experience with Federal Acquisition Regulations, OTs (or OTA), and R&D contracting
• Experience supporting R&D assistance agreements and Other Transactions
• Excellent written and verbal communication skills
• Ability to conduct independent research, analyze data, and write reports
• Strong collaboration skills and ability to work independently
• U.S. citizenship or lawful permanent residency required

Desired Skills

• Three or more years of experience within a Federal ARPA organization
• Two or more years supporting Federal Healthcare or Scientific Consulting
• Experience with complex healthcare and R&D programs
