ECS is seeking an ARPA-H Recruiting/Talent Acquisition Specialist to work in our remote office.

Are you a passionate Recruiter and Talent Acquisition expert ready to support the leading edge of scientific and healthcare advancements in the Federal Government today?

ECS is seeking talented and driven professionals to support the Advanced Research Projects Agency for Health (ARPA-H). In this role, you will serve as a recruiting advisor to ARPA-H—enabling the agency to manage and oversee advanced R&D efforts; help shape future R&D concepts, programs, and solutions; integrate and advance our nation’s healthcare ecosystem processes, policies, and enabling technologies; and expand its healthcare and scientific scope into new areas. As a Talent Acquisition Specialist, you will support Government Program Managers and Operations Leaders supporting the Office of the Director (DIRO).

What You Will Do
Serve as Talent Acquisition Strategy Expert:
  1. Design and implement innovative talent acquisition strategies tailored to startup environments, leveraging best practices in sourcing, recruiting, and onboarding.
  2. Build relationships with industry networks, universities, and training programs to enhance the organization’s visibility and access to emerging talent.
  3. Foster a seamless candidate experience, ensuring alignment with organizational culture and values.
  4. Utilize experience working with startups to adapt recruiting and development processes to agile, fast-paced environments.
  5. Act as a thought leader in organizational development strategies tailored to startup ecosystems, ensuring scalability and flexibility in talent solutions.
Manage Pipeline Development
  1. Support and enhance the talent pipeline by identifying, sourcing, and engaging high-potential candidates for roles.
  2. Collaborate with internal stakeholders to identify skill gaps and future pipeline needs.
  3. Maintain and analyze pipeline data to ensure alignment with organizational growth and strategic goals.
  4. Work closely with hiring managers, program leaders, and executive teams to understand talent needs and priorities.
  5. Prepare and present regular reports on recruiting metrics, program outcomes, and talent development initiatives to key stakeholders.

Salary Range: $100,000-$140,000

Required Skills
  • Masters degree.
  • 10 years minimum recruiting experience.
  • Demonstrated ability to conduct independent research, analyze data, and write technical reports.
  • Excellent communication and collaboration skills.
  • Ability to work independently and as part of a team.
  • Strong work ethic and a passion for healthcare and scientific discovery.
  • U.S. citizenship or lawful permanent residency is required per contract.
Desired Skills
  • Three years or more of talent acquisition experience within a Federal ARPA organization.
  • Two years or more experience of talent acquisition in Federal Healthcare and/or Scientific Consulting.
  • Experience supporting complex healthcare and R&D programs.
