- The candidate will be required to work with clients to gather business requirements and conduct current and future process mapping to determine the fit/gap in planning and developing new system functionality and/or related business processes.
- The candidate will be responsible for consulting with Stakeholders, evaluating business needs, understanding the true requirements, and translating them into functional specifications while working with technical teams to recommend solutions.
- The candidate will be responsible for interpreting Union collective agreements and collaborating when necessary to understand the rules and how they intersect with business processes, system functionality, and related system configuration.
- The candidate will be responsible for presenting, explaining, and validating analysis with clients to ensure the proposed solution meets their business needs.
- The candidate will be responsible for leading the implementation of necessary business and systems changes.
- The candidate will be responsible for serving as a functional source of expertise in supporting the maintenance and/or development of process improvements and changes.
- The candidate will be responsible for performing benchmarking to help determine the future/strategic direction of the systems.
System Technical Analysis
- The candidate will be responsible for defining interface parameters between systems, identifying system data dependencies, and approving all technical specifications and changes.
- The candidate will be responsible for the daily operation and troubleshooting of user problems.
- The candidate will be responsible for leading and contributing to project teams to assist in the research, selection, evaluation, and implementation of new software applications and services.
Confidentiality
- The candidate will use system-wide confidential data for analysis and operations and contribute to the development and implementation of confidential initiatives.
Testing and Quality Assurance
- The candidate will be responsible for preparing, reviewing, and collaborating on the development of test strategy, test plans, and test metrics.
- The candidate will be responsible for creating user stories and use cases and subsequently creating and executing detailed test scripts, including documenting defects, defect reporting, and collaborative issue resolution.
- The candidate will be responsible for preparing testing time and effort estimates and scheduling testing activities with various resources.
- The candidate will be responsible for reporting on testing status and progress against project plans.
- The candidate will be responsible for managing the design, specification, and execution of tests, including ensuring that test design accounts for risk and selecting the appropriate test types.
- The candidate will be responsible for reviewing and improving test cases developed by other testers.
- The candidate will be responsible for interacting with developers, project team resources, and vendors during issue resolution and re-testing.
- The candidate will be responsible for utilizing appropriate tools for test scripting, test execution, defect reporting, and overall status reporting.
System Lead and Trainer
- The candidate must act as Project Lead or Project Support for different initiatives.
- The candidate will be responsible for acting as the System Lead, developing and providing direction to a team of employees in the maintenance, implementation, or upgrades of all systems while considering other areas impacted or being impacted by change.
- The candidate will be responsible for ensuring that application standards are followed and that development, set-up/configuration, testing, and data validation are completed successfully and on time.
- The candidate will be responsible for developing and maintaining training materials and conducting user training sessions to support system business demands, including functional, system, and related business processes and procedures.
Project Lead and Support
- The candidate will be responsible for supporting the Team Lead and Project Manager in developing and maintaining applicable project documentation that clearly defines the processes, functionality, timelines, and results expected for each new functionality implementation or system upgrade.
- The candidate will be responsible for developing project plans and leading assigned operational projects.
Data Integrity and Report Development
- The candidate will be responsible for developing and maintaining data integrity standards through system audits and business process reviews.
- The candidate will be responsible for auditing and reviewing the system framework that supports business processes.
- The candidate will be responsible for preparing functional specifications for creating new reports and system enhancements.
- The candidate will be responsible for capturing and interpreting data reporting requirements and developing a detailed understanding of them to create and test standard and ad hoc queries and mass data extracts for often time sensitive and confidential data requests.
Compliance
- The candidate will be responsible for maintaining system documentation covering configuration, issue resolution, test plans, project decisions, standard operating procedures, data standards, processes, training and support.
Security
- The candidate will be responsible for ensuring security requests are actioned and analysed to maintain compliance with the security strategy, related policies, and audit assessments and safeguard the system and confidential business data.
- The candidate must review all requested changes to ensure segregation of duties in business processes are not compromised.
- The candidate will be responsible for processing daily access requests, conducting regular system audits, and managing escalations.
System Support
- The candidate must develop, configure, set-up, and maintain functional application configuration and rules to ensure the required functionality and reporting capability meet the needs of the Corporation and end users.
- The candidate must troubleshoot User and system issues, conduct root cause analysis, and document resolutions.
- The candidate must provide guidance, clarification, and resolution for system issues.
System Administration
- The candidate must develop, maintain, and audit system defined standards and processes, including ensuring timely processing of batch job processing schedules, interfaces, and integrations to support time sensitive business processes.
- The candidate must manage the setup and maintenance of system-wide installation, configuration settings, controls, and security/privacy design.
- The candidate must ensure that application data integrity, system access, and data distribution are managed appropriately.
- The candidate will be responsible for investigating, analyzing, designing, testing, and recommending optimal system enhancements.
Job Requirements
- The candidate with experience in testing / quality assurance processes, test cycles, defect management, testing tools, and test automation is an asset.
- The candidate’s experience with Oracle-PeopleSoft Enterprise HRMS / HCM and/or Payroll, WorkforceSoftware (cloud solution) is an asset.
- Experience working in a municipal environment is an asset.
- The candidate’s experience working in a unionized environment while ensuring application compliance with Collective Bargaining Agreements is an asset.
- The candidate must demonstrate knowledge, experience and analytical skills in interpreting and analysing employee-related business policy, practices and processes.
- The candidate must have experience in business process mapping and redesign, relational database concepts, SQL query tools, data integrations, dashboarding tools and project management techniques.
- The candidate must have exceptional written and verbal communication skills, including the ability to deliver effective training and translate functional requirements for technical people and technical details to functional people, i.e. within own team, HR, Payroll, Functional Departments, Vendors and other Technical Teams.
- The candidate must be proficient in the use of Microsoft Windows and Microsoft Office products, including Excel, Word, PowerPoint Project and Visio.
