Job summary

Alto is seeking an Advisor, Strategic Development to support the strategy function and advance the high-speed rail project connecting Quebec City and Toronto. The role involves coordinating with academic experts, international project authorities, and key partners to ground decisions in rigorous analysis.

The advisor will synthesize information from diverse sources, shape Alto’s strategic narratives, and prepare executive materials for leadership and boards, ensuring alignment across teams.

Qualifications

• Bachelor’s degree in Public Policy, International Relations, Business, Economics, Engineering or a related field.
• 5 years of experience in strategic planning, policy development, business analysis, consulting or a similarly complex, multi-stakeholder environment.
• Strong analytical skills and intellectual curiosity, with a demonstrated ability to identify, synthesize, and translate complex information into actionable insights and high-quality deliverables.
• Excellent written and verbal communication skills, with the ability to prepare clear, concise, and compelling materials for a variety of audiences, including senior leadership.
• Demonstrated experience building and managing relationships with senior stakeholders, subject matter experts, academic institutions, government organizations, or industry partners.
• Strong organizational and project management skills, with the ability to coordinate multiple initiatives, events, exchanges, and workstreams simultaneously.
• Knowledge of major infrastructure, transportation, public policy, or innovation ecosystems is considered an asset.
• Full professional proficiency in both English and French (written and spoken).
• High level of autonomy, rigor, and attention to detail.

Responsibilities

• Coordinate and strengthen Alto’s relationships with academic experts, international project authorities and other strategic partners in support of organizational priorities.
• Coordinate engagement with external partners, including meetings, workshops, expert exchanges, targeted collaborations, international visits, missions, and delegations, as well as related planning, briefing materials, and follow-up actions.
• Facilitate knowledge sharing between external partners and Alto teams, ensuring that relevant expertise, emerging practices, and lessons learned from comparable projects are captured and translated into actionable insights.
• Support Alto's strategy function by conducting research, benchmarking, and analysis on complex cross-functional issues that require a clear organizational position or decision.
• Review and synthesize information from internal teams, external experts, comparable projects, and industry literature to identify key insights, risks, opportunities, and implications for Alto, and contribute to the development of the organization's strategic positioning and key narratives.
• Prepare high-quality executive deliverables, including presentations, briefing notes, reports, and board materials, ensuring that analysis is rigorous, well-supported, and tailored to the needs of the intended audience

The role

Reporting to the Director, Strategic Development, the Advisor, Strategic Development plays a key role in supporting Alto's strategy function and advancing the successful development of the project.

The Advisor coordinates Alto’s relationships with selected external institutional stakeholders, including academic institutions and experts, international authorities, and other strategic partners. By bringing together internal teams and external perspectives, the Advisor helps the organization benefit from emerging practices, lessons learned and broader points of view.

The role also helps ensure Alto's decisions, positioning, and key deliverables are grounded in rigorous analysis, aligned across functions, and supported by a clear policy rationale. Through research, analysis, synthesis, and cross-functional coordination, the Advisor contributes to addressing complex strategic questions, strengthening Alto's business case, and supporting evidence-based decision-making across the organization.
