  • Knowledge of flexible benefit programs, insured and self-insured arrangements, eligibility rules, payroll deductions, taxable benefits, and annual enrolment processes.
  • Strong analytical, documentation, communication, and issue-resolution skills.

Overview of role:

Reporting to the Senior Manager, Group Benefits, this position is responsible for supporting effective administration, delivery, and governance across a large, complex, and unionized workforce. This role works closely with insurers, third-party administrators, vendors, and internal stakeholders to ensure benefit programs are administered accurately, consistently, and in alignment with plan design, collective agreement commitments, contractual requirements, and legislation.

Key Responsibilities:
  • Monitor, analyze and action various audit reports/interfaces, provide guidance to third party administrator on day-to-day administration that requires direction or manual intervention.
  • Processes Life, Critical Illness and Accidental Death and Dismemberment claims/conversion requests and maternity top up benefits.
  • Monitor and respond to employee inquiries and internal stakeholders’ requests (examples: people services, payroll, compensation, people technology).
  • Facilitate annual enrolment and project planning for multiple flexible benefit programs, including communication, and administration in partnership with third party administrator.
  • Assesses program eligibility (where applicable) through the semi-annual average hours process.
  • Gather claims and payroll data to assess and calculate annual taxable benefits for spending accounts and Quebec health and dental plans.
  • Generates eligibility files for executive medical, EFAP, provincial medical replacement insurance; tracks participation in programs and reconciles and remits payment for services.
  • Act as a key point of contact for insurers, third-party administrators, and other benefit vendors on day-to-day administration, escalations, reporting, implementation, and service delivery matters.
  • Coordinate issue resolution across vendors and internal teams, ensuring timely follow-up, documentation, and appropriate escalation of complex or sensitive matters.
  • Support clear, accurate, and employee-focused benefit communications, including annual enrolment materials, plan change notices, FAQs, letters, Group Benefit tool content, and internal guidance documents.
  • Review employee-facing materials for accuracy, consistency, plain language, and alignment with benefit contracts, plan booklets, and policies.
  • Contribute to internal training, cross-coverage, knowledge transfer, and development of standard operating procedures.
  • Create process documentation and identify gaps and opportunities, prepare proposals, and make recommendations.
  • Ensure data integrity, accuracy of information and reconciliation of data across multiple systems (payroll, people services, benefits administration, and insurance carriers).
  • Determine the nature and source of obstacles or barriers and collaborate with appropriate parties for resolution.
  • Provide vacation coverage as needed.
  • Project work as required and other duties as assigned.
Experience & Qualifications:
  • Post-secondary education in human resources, business administration, employee benefits, or related discipline; equivalent experience may be considered.
  • Experience administering group benefit programs in a large, complex, multi-stakeholder environment.
  • Experience working with insurers, third-party administrators, payroll teams, HR systems, and employee-facing benefit administration tools.
  • Knowledge of flexible benefit programs, insured and self-insured arrangements, eligibility rules, payroll deductions, taxable benefits, and annual enrolment processes.
  • Strong analytical, documentation, communication, and issue-resolution skills.
  • Proficiency with Microsoft Office applications, particularly Excel, Word, Outlook, PowerPoint, and collaboration tools; experience with HRIS, payroll, or benefits administration platforms is an asset.
  • Working knowledge: Canada Labour Code, Human Rights, Workers Compensation, and Privacy.
  • Ability to work both independently and within a team; exercise discretion and multi-task in a highly dynamic environment.
  • Possess an elevated level of maturity and composure in dealing with challenging situations.
