Engineering Technologist Position Overview

The Engineering Technologist role may include reviewing subdivision, rezoning, development and building permit applications to ensure compliance with municipal bylaws, policies and technical requirements, including site grading and servicing design standards. Responsibilities may include assessing impacts on existing infrastructure, conducting site inspections, issuing applicable permits, and providing technical guidance to internal departments, property owners, developers, consultants, contractors and the public.

What You’ll Do:
  • Reviews designs for municipal infrastructure, including roads, sidewalks, storm and sanitary sewers, drainage systems, street lighting, and water distribution systems; ensures plans comply with municipal bylaws, policies and engineering standards.
  • Reviews engineering construction plans associated with subdivision, rezoning, development and building permit applications; evaluates site grading, servicing and infrastructure impacts; and ensures compliance with applicable bylaws, policies and technical requirements.
  • Conducts field inspections to assess construction progress, verify compliance with approved plans and standards, identify deficiencies and investigate matters related to drainage, site grading, soil stability and related municipal engineering regulations.
  • Provides technical guidance and interpretation of municipal engineering requirements, policies and procedures to internal departments, developers, consultants, contractors, utility providers, property owners and the public.
  • Prepares and maintains records, reports, correspondence and documentation related to development applications, site inspections and regulatory matters; develops recommendations based on infrastructure analysis and servicing impacts.
  • Reviews and recommends updates to policies, procedures, servicing standards and related bylaws; provides technical input into infrastructure planning initiatives and continuous improvement of municipal engineering practices.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of municipal design, engineering standards and land servicing requirements, including relevant bylaws, policies, regulations and permitting processes.
  • Considerable knowledge of methods, practices, materials, tools and equipment used in the design, construction and installation of municipal utilities such as roads, water, stormwater and sanitary systems, including soil mechanics, stabilization and erosion control.
  • Sound knowledge of engineering practices and the interpretation of engineering plans, specifications, contract documents and related technical data.
  • Sound knowledge of engineering and mapping software including CAD and GIS computerized mapping principles, techniques and related software.
  • Ability to read, interpret and apply municipal bylaws, subdivision and zoning regulations, the BC Building Code and other relevant legislation such as the Local Government Act and Community Charter.
  • Ability to plan, research, develop, schedule, and administer capital and development infrastructure projects, including preparing cost estimates, managing budgets and coordinating tendering processes, while ensuring adherence to timelines, budgets and regulatory requirements.
  • Ability to prepare, review and interpret engineering designs, plans, and technical drawings for accuracy and compliance with standards.
  • Ability to analyze infrastructure capacities, evaluate development impacts and prepare detailed reports with recommendations.
  • Ability to provide technical advice, direction and interpretation of engineering and land development requirements to developers, contractors, consultants, municipal staff and the public and to effectively address inquiries and concerns.
  • Ability to review subdivision, development, rezoning and building permit applications for compliance with municipal bylaws, grading requirements and engineering standards.
  • Ability to interpret and apply relevant regulations and resolve compliance issues.
  • Ability to conduct site inspections to ensure construction and land development projects comply with approved plans, bylaws and regulations and to investigate and resolve issues related to grading, soil stability, erosion control and infrastructure servicing.
  • Ability to prepare and maintain accurate records, reports and correspondence related to engineering projects and development applications.
DESIREABLE EDUCATION AND EXPERIENCE

Graduation from an Institute of Technology with a Diploma in Engineering Technology or related discipline, plus considerable related municipal experience; or an equivalent combination of training and experience.

REQUIRED LICENCES AND CERTIFICATES

Certification or eligibility for certification as an Applied Science Technologist within the Province of British Columbia or Engineer in Training (EIT) with Engineering and Geoscientist of BC. Class 5 Driver's Licence for the Province of British Columbia.

This is a temporary full-time position for approximately eighteen (18) months which may be extended or concluded at any time based on operational needs.
