• Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Building Services, Facilities Management or related discipline.
• 10+ years of facilities management experience, including senior leadership or site-management roles.
• SCEM or GMAP accreditation advantageous; other safety, project-management or asset-management certifications welcome.

The Senior Facilities Manager will lead the delivery of integrated facilities management services across assigned premises, ensuring that building systems, assets and support services are operated safely, reliably and efficiently.

The role is accountable for technical operations, contract performance, regulatory compliance, budgets and client satisfaction. It requires strong facilities management leadership, sound engineering knowledge and the ability to lead multidisciplinary teams and drive continuous improvement.

Responsibilities

Integrated Facilities Management Operations

• Lead the overall delivery of integrated facilities management services, including mechanical, electrical, building, fire-safety, security, cleaning and other support services.

• Ensure day-to-day operations meet contractual requirements, service-level agreements, key performance indicators and agreed service standards.

• Establish operating procedures, maintenance plans, escalation processes and performance controls for the managed premises.

• Lead the response to operational incidents, service disruptions and emergencies, including investigation, recovery and preventive actions.

Technical and Asset Management

• Oversee the operation and maintenance of mechanical, electrical and building systems, including critical equipment and infrastructure.

• Develop and review preventive and corrective maintenance programmes to improve asset reliability and minimise downtime.

• Provide technical guidance to site teams and lead the investigation of recurring defects, equipment failures and complex engineering issues.

• Develop asset-condition assessments, lifecycle replacement plans and capital-improvement recommendations.

• Review method statements, technical proposals, maintenance reports and recommendations submitted by contractors and service providers.

Contract, Vendor and Financial Management

• Manage contract obligations and monitor service performance against agreed deliverables, service levels and performance indicators.

• Prepare and manage operating budgets, maintenance expenditure, forecasts and cost-optimisation initiatives.

• Manage contractors and service partners, including appointments, performance reviews, quality assurance and corrective actions.

• Review quotations, variation works, claims and technical submissions to ensure scope, pricing and recommendations are appropriate.

Compliance, Safety and Risk Management

• Ensure compliance with applicable statutory requirements, codes of practice, workplace safety requirements and company policies.

• Maintain operational readiness for regulatory inspections, client audits, emergency exercises and certification requirements.

• Oversee workplace safety, fire safety, permit-to-work controls and risk assessments for facilities operations and project works.

• Ensure licences, inspection records, maintenance documentation and statutory submissions are complete and kept up to date.

• Identify operational and asset risks, implement mitigation measures and elevate material risks to management and clients.

Energy, Sustainability and Digital Improvement

• Monitor energy, water and utility performance and identify opportunities to improve efficiency and reduce operating costs.

• Lead energy-management, sustainability and Green Mark initiatives in collaboration with internal and external stakeholders.

• Promote the effective use of CMMS, smart-building systems, IoT solutions and data analytics to improve facilities performance.

• Drive continuous-improvement initiatives that strengthen service quality, productivity, asset reliability and user experience.

Leadership, Client Management and Reporting

• Lead, coach and develop facilities managers, engineers, technical officers and site-support personnel, ensuring that they are trained and competent for their assigned responsibilities.

• Build strong working relationships with clients, occupants, authorities, contractors and internal stakeholders.

• Conduct regular performance reviews and present clear management reports covering operations, incidents, risks, expenditure and improvement actions.

• Represent the facilities management team at client meetings, audits, technical reviews and management discussions.

Requirements

• Bachelor's degree in Electrical Engineering, Mechanical Engineering, Building Services, Facilities Management or a related discipline. Candidates with electrical or mechanical training will be strongly preferred.

• At least 10 years of relevant facilities management experience, including experience in a senior leadership or site-management role.

• Singapore Certified Energy Manager (SCEM) and/or Green Mark Accredited Professional (GMAP) accreditation will be advantageous. Other relevant safety, project-management or asset-management certifications are also welcome.
