HL Consultant Pte. Ltd. is seeking a diligent Resident Technical Officer (RTO) to oversee site activities in the North Region and ensure compliance with statutory regulations, building codes, and client requirements.

You will monitor contractor method statements, supervise structural works, review drawings for discrepancies, and maintain rigorous quality control, safety logs, and as-built documentation. The role requires an RTO certificate accredited by JAC of IES/ACES and knowledge of Singapore

Qualificações

• Possess a valid Resident Technical Officer (RTO) Certificate accredited by JAC of IES/ACES.
• Conversant with Singapore statutory codes, BCA regulations and site compliance practices.

Responsabilidades

• Ensure site activities comply with regulations, building codes and client requirements.
• Monitor contractor method statements and work procedures for strict adherence.
• Supervise structural works and address non-conformities at site.
• Ensure Builder follows Consultant instructions and design intent.
• Review drawings for discrepancies and suggest practical solutions to prevent delays.
• Perform rigorous quality inspections of materials and workmanship.
• Maintain site inspection records, safety logs, and as-built drawings.
• Prepare reports on work progress, housekeeping and technical status.
• Verify contractor progress payments against actual work and deliveries.
• Witness testing, inspections and commissioning to ensure designs are met.
• Report on-site quality and progress to project QP and Consultants Team.
• Location / Commencement: Off-site (North Region) / Immediate (ASAP).

Key Responsibilities

• Site Compliance: Understand project specifications and construction drawings to ensure all site activities comply with statutory regulations, building codes, and client requirements.

• Method Statement Monitoring: Monitor site works closely to ensure contractor method statements and work procedures are strictly adhered to.

• Structural Supervision: Competently carry out supervision of structural works, actively identifying and addressing any non-conformity in the contractor's site execution.

• Consultant Alignment: Ensure the Builder executes all site works in strict accordance with the Consultant's instructions and design intent.

• Drawing Review: Check engineering drawings for discrepancies, highlight findings to the Consultant, and suggest practical solutions to prevent project delays.

• Quality Control: Conduct rigorous quality inspections and quality control checks on all materials delivered and used for the project.

• Site Documentation: Maintain meticulous documentation of site inspection records, safety logs, and approved/as-built drawings.

• Progress Reporting: Maintain and update comprehensive site records regarding work progress, site housekeeping, and prepare regular technical reports for management.

• Progress Verification: Verify contractor progress payment claims in terms of actual work done and materials/equipment delivered and stored on-site.

• Testing & Commissioning: Witness all critical inspections, testing, and commissioning sessions performed by contractors to ensure absolute compliance with designs and specifications.

• Stakeholder Reporting: Report directly to the project QP (Qualified Person) and the Project Consultants Team regarding on-site quality and progress.

• Location / Commencement: Off-site (North Region) / Immediate (ASAP).

Requirements

• Possess a valid Resident Technical Officer (RTO) Certificate accredited by the Joint Accreditation Committee (JAC) of IES / ACES.

• Conversant in Singapore statutory codes, BCA regulations, and site compliance practices.
