Pauwels Consulting is seeking a Senior Program Manager to lead the design and institutionalization of a sustainable governance and portfolio management framework within the ICT department in Brussels. You will establish reporting structures, consolidate project data for executive visibility, develop dashboards for leadership decisions, and coordinate financial tracking including budgeting and procurement.

Qualifications

• 8+ years of experience in program management and PMO leadership.
• Experience in governance design and IT portfolio management within complex organizations.
• Strong background in financial management, budgeting and procurement.
• Proven ability to structure management reporting and performance dashboards.
• Track record of stakeholder management at senior/executive levels.
• Proactive and solution-oriented.

Responsabilités

• Design and implement a consistent project and portfolio governance framework across the department.
• Establish standardized reporting templates and portfolio management mechanisms for diverse business applications.
• Consolidate project data into a department-wide view to track status, risks, dependencies, and milestones.
• Develop executive dashboards and reporting frameworks to support leadership decision-making.
• Centralize and coordinate financial tracking, including purchase order management and budget forecasting.
• Support annual budget preparation and identify financial risks or optimization opportunities.

The role focuses on designing and institutionalizing a sustainable governance and portfolio management framework to support a newly restructured division. The project involves establishing reporting structures and financial follow-up mechanisms to provide management with reliable visibility on project delivery and priorities.

• Design and implement a consistent project and portfolio governance framework across the department.
• Establish standardized reporting templates and portfolio management mechanisms for diverse business applications.
• Consolidate project data into a department-wide view to track status, risks, dependencies, and milestones.
• Develop executive-level dashboards and reporting frameworks to support leadership decision-making.

• You have 8+ years of experience in Program Management and PMO Leadership.
• You bring extensive experience in governance design and IT portfolio management within complex organizations.

• You have a proven track record in stakeholder management at senior and executive levels.
• Proactive and solution-oriented.
