Job summary

OneSource Consulting seeks a Senior Business Technology Integrator to drive organizational transformation in the public sector. You will translate business needs into actionable requirements, craft technical procurement documents, and partner with Digital & IT, Data, Architecture, PMO and Purchasing to deliver results.

You will lead workshops, map processes, define KPIs and ensure alignment across data, applications and operations, while coordinating with security and DPO and external suppliers

Qualifications

• Expertise in organizational transformation within public or parapublic organizations (last 10 years).
• Mobility, parking, roads or public space management knowledge (last 10 years).
• Experience defining business needs, functional specs, and modernization of information systems.
• Drafting technical documents for public procurement in digital, IT, Data and cybersecurity.
• Proven ability to run workshops and coordinate multiple stakeholders across IT, Data, Architecture, PMO, Purchasing and suppliers.

BACKGROUND:

• As part of its organisational and digital transformation strategy, the Client is strengthening its capacity to support business departments, improve processes and lead transformation projects.


• The Agency is modernising its information systems, digital services and business platforms. This work covers regulated parking, parking rights, control, collection, citizen services and mobility platforms.


• In this context, Client is looking for a Senior Business Excellence & Business Partner, Technical Writer with experience in the public sector. The drafting of technical documents for public procurement in digitalization, IT, Data and cybersecurity is an essential component of the mission.

MISSION

• She/He translates business needs into actionable requirements and process improvements, supports transformation decisions and implementation, and produces accurate and verifiable technical procurement documents.


• She/He acts as a Business Partner: understand and challenge business requests, identify expected value, structure requirements, prepare decision files and contribute to portfolio prioritization.


• She/He leads workshops and facilitates collaboration between the business departments, Digital & IT, Data & Analytics, Architecture, PMO, Purchasing, suppliers and other stakeholders.


• She/He maps existing processes and designs target processes (AS-IS/TO-BE), ensuring consistency across organization, data, applications, and operations; Identify dependencies and impacts.


• She/He simplifies administrative and operational processes, defines KPIs and supports performance management and continuous improvement.


• She/He drafts the technical parts of public contracts and special specifications relating to digitalization, IT, Data and cybersecurity.


• He/She consolidates business, functional, technical, data, security, compliance, integration, operation and reversibility requirements; Writes non-functional requirements, SLAs, and acceptance criteria.


• He/She ensures the consistency, traceability, clarity and testability of requirements; coordinates their validation with the business teams, security, the DPO, Purchasing and technical experts.


• She/He contributes to the selection and award criteria, technical clarifications, compliance matrices and technical evaluation of tenders.


• She/He produces scoping notes, business cases, BPMN process maps, and more.

PROFILE

• Expert in organizational transformation within public or parapublic organizations, with at least 5 years of relevant experience in the last 10 years.


• Expert in mobility, parking, roads or management of public space, as well as in the analysis or transformation of associated processes, with at least 5 years in each of these areas in the last 10 years.


• Expert in defining business needs, functional specifications, modernization of business information systems and digital transformation, with at least 5 years in each of these areas in the last 10 years.


• Expert in drafting technical documents for public procurement in digital, IT, Data and cybersecurity, with at least 5 years in the last 10 years.


• Proven experience in workshop facilitation and coordination of business lines, IT, Data, Architecture, PMO, Purchasing and suppliers: at least 3 years in the last 10 years.


• Strong analytical, synthesis and critical thinking skills; ability to challenge needs, communicate clearly, coordinate stakeholders and manage priorities with autonomy and rigor.
