Qualifications

• 15+ years of information systems program management in a financial environment, with large‑scale and public sector exposure.
• Mastery of a major ERP platform (SAP, Oracle or Microsoft Dynamics).
• Deep knowledge of municipal accounting processes (expenditure, revenue, budget) under Belgian law.
• Experience in public procurement within formal governance and financial control frameworks.
• Digital transformation leadership via structured change management for finance users.
• Ability to align ERP governance with mainframe and other enterprise platforms.
• Executive stakeholder management across finance, IT and C‑level teams.

A major public sector organisation in Wallonia is implementing and governing a financial ERP program for a large city, covering accounting, budgeting, expenditure, revenue and treasury. As the senior ERP Program Manager, you will align business requirements with the ERP solution and lead change management across finance, IT and executive governance, while keeping the program coherent alongside an established mainframe landscape.

The mission

The program spans accounting, management control and treasury, with delivery organised across multiple phases and entities. Its functional scope includes detailed municipal accounting for expenditure, revenue and budget management, governed by the legislation applicable in Belgium, together with regulatory compliance, public procurement, financial standards, closings and consolidation. The work matters because the organisation needs one consistent governance model connecting the financial operating model, the formal requirements specification and the technical solutions being deployed.

Your responsibilities

• Govern the end-to-end financial ERP program across phases and entities, maintaining scope, budget, reporting and decision governance.
• Translate detailed business requirements for accounting, expenditure, revenue and budget management into prioritised ERP decisions and delivery outcomes.
• Coordinate finance functional experts, IT teams, integrators and software vendors to keep dependencies visible and deliverables aligned.
• Control risks, dependencies and escalations, preserving program continuity and clear decision paths for executive stakeholders.
• Assure that deliverables meet the formal requirements specification, Belgian regulatory requirements, public procurement rules and relevant financial standards including IFRS, closings and consolidation.
• Lead change management for finance users and leadership, supporting adoption throughout the digital transformation.

Your profile

Essential skills

• Bring at least 15 years of experience in information systems program management within a financial environment, including large organisation experience and public sector experience.
• Demonstrate mastery of a major ERP platform such as SAP, Oracle or Microsoft Dynamics.
• Apply detailed knowledge of municipal accounting processes, including expenditure, revenue and budget management in a large city governed by Belgian legislation.
• Combine public procurement expertise with the ability to work within formal governance, regulatory and financial control frameworks.
• Lead digital transformation through structured change management, clear prioritisation and practical engagement with finance users.
• Assess how ERP governance and delivery decisions interact with mainframe systems and other established enterprise platforms.
• Provide executive stakeholder management for finance, IT and C-level stakeholders, communicating detailed accounting and process matters clearly.

Education

A master's degree, Bac+5, in finance, business or engineering, or equivalent experience.
