Rhox is seeking a Lead Program Manager to consolidate three data initiatives into one strategic program, connecting executive governance with delivery across Enterprise Data Platforms, Data Products, reporting and Power BI adoption.

The six‑month assignment will establish the integrated roadmap, governance model and delivery plan, coordinating owners, project managers and delivery teams while reporting progress, risks and benefits to senior executives.

Qualifications

• At least 10 years in Program Management or Enterprise Change Management.
• Experience leading large multi-year transformation programs with €5M+ budgets.
• Knowledge of Data Platforms, Data Governance and Data Operating Models.
• Experience with Agile delivery at scale and hybrid delivery models.

A major Belgian financial institution is consolidating three initiatives into one strategic enterprise data transformation program: a Self-Service Data Platform, legacy BI decommissioning and reporting tooling simplification. As Lead Program Manager, you will connect executive governance with delivery across Enterprise Data Platforms, Data Products, reporting and analytics, and Power BI adoption.

The mission

The program will modernise the organisation's analytical and reporting landscape in line with its Data Management Strategy and target architecture. It combines a modern Self-Service Data Platform, reusable Data Products, Power BI adoption and the decommissioning of legacy BI solutions to reduce technical debt and operating costs. Delivery involves Business and IT, Architecture, Risk, Compliance, reporting teams and data communities, using Agile delivery at scale and hybrid delivery models.

The initial six-month assignment is to establish the integrated roadmap, governance model and delivery plan for the three initiatives, then prepare their owners to continue the program without a lead program manager. You will coordinate initiative owners, project managers, product owners and delivery organisations, resolve cross-program dependencies, and report on progress, risks, budget and benefits. The role works directly with senior executives and steering committees and requires influence across a complex stakeholder environment without direct authority.

Your responsibilities

• Define and maintain one transformation roadmap, aligning priorities, milestones, dependencies, resources and success measures across all three initiatives.
• Establish governance and lead executive steering committees and decision forums with concise, fact-based reporting.
• Synchronise delivery organisations, remove cross-program impediments and secure agreed outcomes and benefits.
• Control budget and financial follow-up, manage vendors and partners, and ensure compliance with internal governance, security, risk and regulatory requirements.
• Drive adoption of Data Products, self-service capabilities and the target reporting landscape through coordinated change, communication and training.

Your profile

Essential skills

• Bring at least 10 years of experience in Program Management, Strategic Transformation or Enterprise Change Management.
• Lead large-scale multi-year transformation programs with budgets above €5M, from roadmap through benefits realisation.
• Apply Enterprise Data Platforms and Data Management concepts, including Data Products, Data Governance and Data Operating Models.
• Understand reporting and analytics ecosystems, technology modernisation and platform transformation.
• Coordinate multiple project managers, product owners and delivery organisations through Agile delivery at scale and hybrid delivery models.
• Work directly with senior executives and steering committees across complex Business and IT stakeholder environments.
• Influence without direct authority through executive presence, strategic thinking, negotiation, clear communication and change leadership.
• Hold PMP, PgMP, Prince2 Practitioner, MSP or an equivalent Program Management certification.

Preferred skills

• Apply Data Mesh principles and Self-Service Data Platform adoption in an enterprise setting.
• Have delivered Power BI migration programs and worked with Enterprise Architecture governance.
• Bring knowledge of cloud and modern data technologies, ideally in a large financial institution or heavily regulated environment.
