Job summary

OneSource Consulting seeks an Expert Procurement Specialist to lead strategic sourcing and end-to-end technology procurement across software, cloud, hardware, and services. The role requires strong negotiation skills and experience in regulated environments, with engagement across business, legal, risk, security, and finance stakeholders.

The position is full-time with hybrid work and 2-3 days on-site per week in Belgium, offering opportunities to shape procurement governance and vendor strategy

Qualifications

• 10+ years in IT procurement, strategic sourcing or vendor management.
• Strong knowledge of software licensing, SaaS, cloud, infrastructure, cybersecurity, and telecom procurement.
• Proven track record negotiating multi-million technology agreements.
• Experience in regulated environments such as financial services, payments, critical infrastructure.
• Excellent stakeholder management and senior-leadership engagement.
• Understanding of regulatory, legal and risk aspects of tech sourcing.

Responsibilities

• Lead strategic sourcing initiatives, RFx processes, supplier selections, and contract negotiations.
• Manage end-to-end technology procurement (software, hardware, cloud, network, and professional services).
• Act as trusted advisor to business, technology, legal, risk, security, compliance, and finance stakeholders.
• Drive cost optimization, risk mitigation, and supplier performance improvements.
• Negotiate complex terms including pricing, data protection, SLAs, audits, and regulatory requirements.
• Support renewals, competitive sourcing events, vendor consolidations, and strategic programs.
• Assess supplier capabilities, financial stability, resilience, and policy/regulatory compliance.
• Build executive relationships with strategic technology vendors.
• Contribute to procurement governance, category strategies, and process improvements.

JOB DESCRIPTION

• An experienced IT Procurement and Strategic Sourcing professional with significant expertise in managing complex technology agreements, supplier relationships, and commercial negotiations across software, cloud, hardware, telecommunications, cybersecurity, and IT services categories. Operates effectively in regulated and mission-critical environments where sourcing decisions require strong commercial judgment, risk awareness, and stakeholder management.

ROLES AND RESPONSIBILITIES

• Leading strategic sourcing initiatives, RFx processes, supplier selections, and contract negotiations.
• Managing end-to-end technology procurement activities, including software, hardware, cloud, network, and professional services agreements.
• Acting as a trusted advisor to business, technology, legal, risk, security, compliance, and finance stakeholders.
• Driving commercial optimization, cost reduction, risk mitigation, and supplier-performance improvements.
• Negotiating complex contractual terms, including pricing models, liability provisions, data protection, security, service levels, audit rights, and regulatory requirements.
• Supporting major renewals, competitive sourcing events, vendor consolidations, and strategic procurement programs.
• Assessing supplier capabilities, financial stability, operational resilience, and compliance with internal policies and industry regulations.
• Building and maintaining strong executive-level relationships with strategic technology vendors.
• Contributing to procurement governance, category strategies, sourcing standards, and continuous improvement of procurement processes.

REQUIRED SKILLS

• 10+ years of experience in IT procurement, strategic sourcing, vendor management, or commercial contract management.
• Strong knowledge of software licensing, SaaS, cloud services, infrastructure, cybersecurity, telecommunications, and managed services procurement.
• Proven track record of negotiating complex multi-million technology agreements.
• Experience working within regulated environments such as financial services, payments, critical infrastructure, or highly governed technology organizations.
• Excellent stakeholder management and influencing skills, including engagement with senior leadership and external suppliers.
• Strong understanding of commercial, contractual, legal, risk, and regulatory considerations associated with technology sourcing
