TiTANS Consulting is seeking a telecommunications engineer to implement private satellite communication technology for Elia. Responsibilities include designing solutions, managing projects, and collaborating with stakeholders. Onsite presence of two days a week is mandatory.

Description du poste

Elia is implementing private satellite communication technology as backup for high voltage substation RTU (Remote Terminal Unit) and telephony communication. The service consists of following tasks:

• Design and Implementation Engineering
  • Define in close collaboration with the contractors and Elia stakeholders the design and implementation of the solution on different aspects:
    • data traffic management
    • network management system for configuration and supervision
    • central hub configuration supervision (the hub is already installed),
    • antenna and modem installation and configuration in substations,
    • cabling and powering,
    • application connectivity,
    • configuration of transportable terminals,
    • …
  • Act as technical expert of Private Satellite Communication technology to challenge, validate and contribute to the design and implementation proposed by the contractors, and to drive issue resolution,
  • Act as single point of contact and coach to the various Elia teams to adopt and implement this new technology within Elia context,
  • Draft and execute the acceptance test plan in collaboration with Elia stakeholders,
  • Draft technical documentation, guidelines and procedures in collaboration with Elia stakeholders to start the mass roll‑out in hundreds of sites.
• Technical Project Management Support
  • Collaborate with the project manager to define the project planning and priorities in collaboration with the main contractor, subcontractors and various Elia stakeholders,
  • Participate to project follow up meetings with contractors and Elia stakeholders to track project progress, discuss and solve issues, identify risks and bottlenecks,
  • Collaborate to the drafting and validation of bill of material proposals of the contractors,
  • Report on project progress, issues, risks.

Additional information:

The Datacom department is in charge of:

• the datacom transport network for the Elia IP networks and IT networks in general. Elia has an extensive network of fibre and copper cables, supplemented by rented connections. The technologies in use at Elia include PDH, SDH, DWDM, and IP/MPLS,
• the IP/Ethernet/WiFi networks used for telephony and core business needs (office network, real‑time network, …) in all of Elia’s administrative sites, data centres and dispatching offices,
• direct IP connections with other electricity transport, distribution and generation utilities,
• Internet connections,
• the protection and securing of Elia networks with firewalls, DMZs (Demilitarised Zones), VPN concentrators, and similar,
• the networks connecting high‑voltage substations and data centres for purposes of remote surveillance, telephony, meter readings, consulting disturbance recorders, ... These networks are also used for communication between the electrical protection devices at different stations. Work has already begun to migrate these networks from TDM technology (PDH, SDH) to packet‑switched technology (Ethernet, IP, MPLS),
• connections with other TSOs for remote surveillance, remote protection, and telephony.

Requirements:

• You should hold a master’s degree in telecommunications engineering, or have equivalent technical experience in this field
• You should preferably have an all‑round theoretical, practical and operational knowledge of private satellite communication technology,
• You should preferably have experience with implementation of private satellite communication or other µwave technology,
• must be able to assimilate new technical information quickly,
• must have strong analytical skills,
• must have very strong written and oral communication skills,
• must have experience with editing of technical architectural, design and implementation documentation
• needs to be able to work independently and methodically,
• needs to have good project management and reporting skills,
• must have driver and leader mentality,
• needs to be a team‑player and willing to share knowledge,
• must be able to speak, read and write fluently in Dutch, French and English,
• needs to hold a driver’s license B.
