Job summary

Spektrum, Brussels-based partner to NATO allies, seeks skilled network professionals to support the NATO Communications and Information Agency (NCIA). The role focuses on operational support for complex CIS resolutions, with exposure to secure voice, video, VTC and cryptographic services across multinational environments.

You will interface daily with internal and external clients, help document changes, assist in security risk assessments, and may travel to NATO sites.

Qualifications

  • Higher secondary education with at least 3 years post-related experience.
  • Minimum 1 year networking/communications support experience.
  • Experience with LAN/WAN, routing protocols, TCP/IP, Cisco products/technologies.
  • Experience in configuring and cabling network devices.
  • Experience in IT networking and CIS service delivery.
  • Be able to work outside regular office hours.
  • Advanced English (Level V).

Responsibilities

  • Provide operational support for CIS technical resolutions and process requests.
  • Contribute to the technical documentation for resolution of incidents and problems.
  • Interface daily with internal and external BICES customers; perform Service Desk functions.
  • Contribute to investigation of security vulnerabilities; provide reports and recommended actions.
  • Undertake operational deployments and travel assignments within/beyond NATO boundaries.

Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

Under the supervision of BSU Chief, the incumbent’s primary role is to provide operational support for complex CIS technical resolutions and process requests. This includes:

  • IT related elements of networking, secure Voice, Video and Teleconferencing (VTC) IP, Cryptosupportand other related services.
  • Contribute to the technical documentation for the resolution of day-to-day incidents and processes problems and service requests by performing recovery, troubleshooting,maintenanceand operational activities.
  • Interfacedaily with internal and external BICES customers, and perform Service Desk functions as required.
  • Contribute to the investigation ofpossible securityvulnerabilities by performing in-depth analyses and provides reports to SOSB with recommended actions for CIS security risks.
  • Undertake operational deployments and/or travel duty assignments both within and beyond NATO’s boundaries.
Essential Skills, Experience and Certifications
Essential
  • Possess higher secondary education withat least 3 years post related experience and at least1 yearpost-related experienceas Network Technician of IP networks and cryptographic materials;
  • Possess at least 1 year of experiencein providing networking and communications services support to users;
  • Possess at least 1 year of experienceof LAN/WAN communications, router/switch-basednetworksand routing protocols, with specificexpertiseon TCP/IP, MPLS and Cisco products/technologies;
  • Possess at least 1 year of experiencein configuring,connectingand cabling network devices with detailed knowledge of relevant interfaces;
  • Possess at least 1 year of experiencein implementation and operation of the IT networking and communications infrastructure and the resourcesrequiredto plan, develop, deliver and support properly engineered IT services and products;
  • Canunderstand,assessand solve technical issues in a troubleshootingenvironment and under pressure and time constraints;
  • Demonstrate experience in preparing andmaintainingdocumentation of a technical nature (e.g. configuration guides, diagrams, training materials, requests for change);
  • Be flexible to work outside regular office hours;
  • Possess level V (Advanced) of the English language.
Desirable
  • Experience with national BICES and NATO networking and communications infrastructure, technologies,policiesand implementation;
  • Knowledge of NATO and/or national information technology security policies;
  • Experience in the installation,configurationand maintenance of network-based systemsin accordance withNATO and/or national security regulations;
  • Experience with IP Cryptographic devices (e.g. Thales IP TCE family);
  • Experience in providing networking and communications services support to Military and Coalition Operations;
  • Experience with storage, access, problemreportingand change control of Configuration Items (Cls);
  • Experience with status accounting and auditing, in line with recognized standards, such as the ISO 9000 series, throughout all stages of the Cls’lifecycle;
  • Experience with instant messaging and group chat service based on XMPP protocol (e.g.openfireservers);
  • Certification on IT industry/service provider standards, (e.g. ITIL,eTOM);
  • Knowledge of CISCO CCNA/CCNP;
  • Formal training in call managers and/or in the use and maintenance of cryptographic materials;
  • Working knowledge of email Clients/Web Browsers and/or Web Content Management and/or Chat Services.
