NATO International Staff in Brussels is seeking a Mechanical, Electrical and Plumbing (MEP) Project Manager to lead the planning, design review, procurement support, supervision and commissioning of HQ and adjacent facilities.

The role requires engineering degree, 3+ years in MEP project management, and professional certifications; proficiency in AutoCAD, Revit and BIM is essential. Strong liaison with stakeholders is expected within a multi-disciplinary team.

Qualifications

Description

The Office of Workplace Management and Business Continuity (WMBC) ensures seamless operational continuity by optimizing facility performance, driving strategic workplace transformation, and delivering comprehensive support services to maintain a dynamic, future-ready environment aligned with organizational needs for NATO Headquarters (HQ) and its alternate locations.

The incumbent will support the development of Mechanical, Electrical and Plumbing (MEP) requirements for projects aimed at optimizing workplace and increasing capacity of the HQ including design review, procurement support, work supervision, commissioning, handover and integration into facility operations. The incumbent will act as a key technical interface between NATO stakeholders, delivery agencies, consultants, contractors, facility-management teams and end-users.

Qualifications and Experience
  • possess a university degree in mechanical or electrical engineering or a related discipline
  • have a minimum of 3 years in a senior post-related experience in MEP project management, systems design, installation, and maintenance paired with professional certification such as PE (Professional Engineer), Chartered Engineer, PMP, PRINCE2 or equivalent
  • demonstrable ability to perform lifecycle cost analysis and energy efficiency assessments for MEP systems
  • have proficiency in design and drafting tools such as AutoCAD, Revit, BIM software, and other MEP-related programs; and
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other

The following would be considered an advantage:

  • have at least 5 years of experience in a senior post-related to MEP project management and/or further postgraduate educational degree in a relevant field (e.g. building-services engineering, project management, construction management, energy management or facilities management)
  • experience with complex construction projects, preferably in occupied, secure, institutional, headquarters, campus or large corporate environments;
  • experience with sustainability certification schemes such as BREEAM, LEED or equivalent
Main Accountabilities

Project Management: Review existing infrastructure and evaluate workplace needs to identify opportunities for improvement in mechanical, electrical, and plumbing efficiencies. Participate in the drafting of specifications, bills of quantities, drawings, and works sequences, from preliminary design phases, to tendering dossiers and implementation phase documentation. Support delivery of MEP activities in line with agreed scope, schedule, budget, quality, safety and operational constraints. Maintain accurate technical records and contribute to lessons learned and continuous improvement.

Expertise Development: Providing reliable MEP expertise for assigned HQ adaptation and infrastructure projects. Develop and propose innovative solutions to optimize MEP systems, improve workplace conditions, and enhance operational capacity at NATO HQ facilities. Perform Quality control of documentation, activities, and works linked to projects. Plan and perform technical visits at all phases of the project.

Knowledge Management: Prepare, review and manage all documentation linked to MEP project management. Contribute to project cost estimates and Quantity Surveyor (QS) activities, as well as in the analysis of the progress reports and invoices. Review and validate technical solutions for compliance, resilience, maintainability, security and lifecycle performance. Identify risks, issues and dependencies and propose practical mitigation measures.

Stakeholder Management: For day-to-day activities, act as the main point of contact between external suppliers / resources, in house support staff, and NATO Office of Security. Collaborate with stakeholders to define project budgets, timelines, and key deliverables. Maintain effective working relationships with internal stakeholders, delivery agencies, consultants, contractors and facility-management teams;

Perform any other related duty as assigned.

Interrelationships

Reporting line: The MEP Project Manager reports directly to the Head, Building Systems Section. Work direction and operational tasking are coordinated jointly by Head MEP and Architect HQAP.

Interactions: The incumbent works closely with technical and non-technical audiences, other WMBC staff members, the NATO Office of Security, NATO HQ users, and relevant external stakeholders.

Contract

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to 3 years.

Contract clause applicable: This post is required for a limited period to support the HQ Adaptation Programme (HQAP) project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years duration , which may be renewed for a period of up to 3 years if required to support this project.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a period of up to 3 years if required to support this project, and subject also to the agreement of the national authority concerned. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. These circumstances are described in the IS directive on twin-graded posts.
