EEAS Headquarters in Brussels is seeking an HRM Officer - Personnel Policy and Process (Contract Agent FGIV). The role involves drafting and monitoring civilian CSDP HR policies, capacity generation, and staff regulations, with duties spanning strategic HR advice and mission support.

The appointment is on a one-year contract with possible renewal, subject to passing the CAST exam. The position is based in Brussels, with responsibility for supporting CivOpsHQ and mission HR actions, including

Qualifications

• Passed EPSO CAST in FG IV or registered in EPSO Permanent CAST for FG IV
• University studies of at least three years
• Fluent in English and French both written and spoken
• National of an EU Member State and enjoy full rights as a citizen

Responsabilités

• Assist the Civilian Operation Commander and senior CivOpsHQ staff on HR matters related to Civilian CSDP Operations
• Provide strategic HR guidance and support mission HR policies
• Draft, revise and monitor staff regulations and SOPs for international civilian staff
• Support development of job descriptions, vacancy announcements and standard contracts of employment
• Contribute to HR capacity generation, staff rules alignment and OPLAN HR annex updates
• Advise on recruitment, selection and deployment of international personnel
• Provide guidance on HR policies and procedures and ensure compliance with applicable rules
• Participate in inter-institutional working groups and briefings on HR matters
