Job summary

NTT DATA Europe & Latam is seeking a seasoned Full-stack Software Engineer to design, build and maintain enterprise Java/JEE applications for European Commissions projects.

You will work on REST/SOAP services, cloud-native deployments with Docker/Kubernetes, and modern CI/CD pipelines while collaborating with multi-disciplinary teams across the EU region.

Qualifications

• 10+ years of IT/software development experience.
• Deep knowledge of Java/JEE and Spring ecosystem.
• Experience building REST/SOAP services with OpenAPI documentation.
• Cloud and containerized deployments on AWS/Azure with Docker/Kubernetes.
• Strong CI/CD experience and testing/QA tooling.
• Proficient in Agile/Scrum and Jira/Confluence usage.
• Excellent communication in English; French is a plus.

Join the Full-stack Software Engineer - European Commission

As a Full-stack Software Engineer, these are the main tasks that you'll be responsible for:

• Design, develop, maintain and enhance enterprise-grade applications using Java/JEE technologies and modern software engineering practices.
• Develop, secure, document and maintain RESTful and SOAP web services, ensuring compliance with industry standards and best practices.
• Contribute to frontend and backend development activities, supporting modern web applications and user interfaces.
• Participate in the design and implementation of cloud-native and containerized solutions deployed across modern cloud platforms.
• Support application modernization initiatives, migrations, maintenance activities and continuous improvement of existing systems.
• Collaborate with multidisciplinary teams to refine business requirements, user stories and technical specifications into reliable and scalable solutions.
• Contribute to software delivery activities throughout the full application lifecycle, including design, development, testing, deployment and production support.
• Participate in Agile delivery processes, backlog management, sprint planning, grooming sessions and incremental software delivery.
• Promote software quality, security, maintainability and technical excellence through modern development standards and engineering practices.
• Prepare and maintain clear, structured and comprehensive technical documentation.

Technical Skills:

Core Backend Architecture & APIs

• Minimum 8 years of full-stack Java/JEE development experience utilizing frameworks such as Spring Boot, Hibernate, EJB and WebLogic application servers.
• Minimum 8 years of experience designing, building, securing and documenting RESTful and SOAP web services, including OpenAPI/Swagger documentation.
• Hands-on experience with integration frameworks such as Apache Camel together with practical experience using Drools or other enterprise rule engines.

Frontend & UI Development

• Practical experience with Oracle and PostgreSQL relational databases, including schema design, query optimization and procedural SQL extensions such as Oracle PL/SQL or PostgreSQL PL/pgSQL.
• Proven experience working with cloud environments such as AWS or Azure and containerization/orchestration technologies including Docker and Kubernetes.
• Advanced experience with modern CI/CD automation pipelines and tools including Maven, GitLab, Bamboo, Jenkins and Nexus.
• Strong experience with Git workflows, including GitFlow and trunk-based development, together with exposure to SVN.
• Comprehensive experience with testing and quality assurance tools including JUnit, Mockito, SonarQube, SonarLint and HP Fortify.
• Deep understanding of OAuth 2.0, OpenID Connect, JWT and modern security best practices.
• Experience using AI-assisted development tools such as Amazon Q or Kiro together with IDEs including Eclipse, IntelliJ, JDeveloper and Home Site.

Methodology, Governance & EU Frameworks

• Deep understanding of Agile/Scrum, Waterfall, RUP and ITIL methodologies with practical experience managing software delivery activities.
• Expert-level usage of Jira, Confluence, Bitbucket and GitLab for application lifecycle management, requirements tracking and repository management.
• Practical knowledge of European Union reusable components and security frameworks such as eUI, EU Login and EU Sign is considered a strong asset.
• Familiarity with European funding programmes including Horizon Europe, LIFE and Digital Europe, particularly in the context of proposal evaluations.

Education and certifications:

• University degree corresponding to Level 6 of the European Qualifications Framework (which typically corresponds to a bachelor's level or 3 years of higher education) and minimum 10 years of IT professional experience.

One of the following or an equivalent certification:

• AWS Certified Developer - Associate or Microsoft Azure Developer Associate.
• AWS Developer Associate or Azure Developer Associate certifications.

and/or

• Recent hands-on development experience with AWS or Azure, utilizing recognized software development standards in a professional environment.
• Very good knowledge of English language, both spoken and written, corresponding to Level B2 or higher of the Common European Framework of Reference for Languages (CEFR).
• Ability to contribute to application modernization and migration activities while preserving stability, operational continuity and technical knowledge.
• Ability to translate functional and operational requirements into technical solutions, including refining requirements and user stories.
• Strong analytical, troubleshooting and problem-solving skills to investigate issues across application, integration, database and deployment layers.
• Capacity to quickly understand and ramp up on existing applications, architectures and business processes to become productive in complex technical environments.
• Awareness of EC compliance requirements, including GDPR for participant data.
• Knowledge of EC public eGrants management systems, processes and EU grants policies is considered an asset.
• Knowledge of European programmes' eGrants success criteria, evaluation workflows and budgetary aspects is considered an asset.
• Knowledge of EC call documentation, including Work Programmes and Guide for Applicants, to extract system requirements is considered an asset.
• Ability to work effectively within multidisciplinary and distributed teams while maintaining ownership of assigned activities.
• Strong communication skills with the ability to participate effectively in technical and business meetings within multilingual and multicultural environments.
• Fluent in English, written and spoken; knowledge of French is considered an additional asset.
• Ability to coach and teach newcomers, support knowledge transfer activities and contribute to technical capability development within the team.
• Results-oriented mindset focused on quality, reliability, timely delivery and producing clear technical documentation.
