SNCB is seeking a senior data governance lead to design and implement a comprehensive governance framework, including terms, catalogue, and quality rules. You will engage business and IT to align processes with strategic objectives and act as a change agent for rollout across the organisation.

The role requires coordinating cross-functional teams, communicating complex topics, and driving governance improvements while ensuring regulatory compliance and data quality across a large enterprise.

Framework Development: Design, implement, and continuously improve SNCB's data governance framework (covering target operating model, roles and responsibilities, data governance bodies, business glossary, data catalogue, data quality, and regulatory compliance) and data quality framework. Stakeholder Engagement: Collaborate with business and IT teams to align governance processes with strategic objectives and business needs.

Change Management: Act as a change agent for framework roll-out, providing tailored support, training, and coaching to embed new data roles (e.g., towards Data Owner, Data Steward).

Process Management: Develop and monitor governance processes, analyze non-compliance, and implement corrective actions.

Operational Oversight: Ensure quality and timely execution of governance tasks (e.g., documenting business terms, classifying data, defining data quality rules).

Monitoring & Reporting: Track governance indicators, data quality, and privacy compliance; report issues and propose improvements.

Community Leadership: Lead and participate in internal and external data governance communities.

Must have Experience: You have proven experience - which is demonstrated in your CV - in organisations with >1.000 employees covering at least 4 of the following domains: Data Governance Roles & Governing Bodies - Data Quality - Data Pro-Metadata Management

You communicate fluently in Dutch, French and English: Dutch or French as a mother tongue or at least C level, the other language at least B2 level. For English at least B2 level. You are willing and able to work on-site in Brussels at least 2 days/week. You have a master's degree or equivalent by relevant experience in the above-mentioned domains.

The more relevant experience or knowledge you can provide as evidence, the stronger your CV will be evaluated. You have a degree of experience in coordinating data governance projects (number of projects, role, stakeholders, scope) and can rely on previous experience as Project Manager and/or Program Manager (you have good interpersonal skills and can act as an integrator between Business, IT, Legal and Risk teams). You have experience in analytical activities related to data governance and data quality; you can simplify complex regulatory and technical topics for non-technical audiences. You have a level of proficiency in Python and/or SQL. A level of experience with industry-leading data management and data governance tools is considered a strong plus. DMBOK, CIGO, AAIM or equivalent certification is considered a strong plus.
