Responsabilités

  • Propose policies/process improvements based on concrete challenges.
  • Train HRCOs and HR managers on the Global Rewards framework and existing C&B policies.
  • Actively coach HR Advisors and HRCOs to implement the HR common framework using a data‑driven approach.
  • Gather feedback for data‑driven policy improvements and new developments.
  • Participate in institutional training and relevant events.

CONTEXT

The MSF movement is organised around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices around the world. The MSF Operations Centre in Brussels (OCB) is one of these directorates. Operations are carried out by project teams. They are guided and supported by country coordination teams and operational cells, regional support teams, the emergency unit and other operational support units.

PURPOSE

The primary purpose of this role is to support the implementation of the new Rewards Review (RR) policies and deliverables, as well as to map the current implementation of Compensation & Benefits (C&B) policies across the various OCB projects. The scope includes all employee statuses, both country-based (HQ, delocalized) and mobile staff. It plays a key role in establishing and maintaining a fair and equitable system that balances cost effectiveness, talent attraction and retention, and MSF's associative culture.

The Compensation & Benefits Mobile Implementation Officer (C&B MIO) works on several programs under the supervision of the C&B Referent but with a close link to the HR Operations Coordinator, mainly in the projects (70%). These project visits depend on the needs identified by the HR OPs and on the Rewards Review benefits roll‑out schedule, and can vary from one week to several months.

As the C&B MIO, you will report to the Country Coordinator for logistical, security and administrative matters and will report to both the HR Operations and C&B Advisor, who together will define the work priorities, the level/type of support to be provided and the duration of the assignment.

MAIN RESPONSIBILITIES

  • Support and guide with the implementation of the new Rewards Review (RR) policies and deliverables
  • Map the current implementation of C&B policies and identify deviations and bottlenecks

  • Targeted Support and Expert Guidance
  • Train HRCO’s and HR managers on the Global Rewards framework and existing C&B policies
  • Actively coach HR Advisors and HRCOs to implement the HR common framework using a data‑driven approach
  • Gather feedback for data‑driven policy improvements and new developments
  • Participate in institutional training and relevant events
  • Proactive Change Management
  • Identify risks and opportunities arising from the implementation of RR or any other HR changes
  • Consider the social, legal, and financial implications when making a recommendation
  • Communicate changes effectively and coherently
REQUIREMENTS

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in human resources, business administration, finance, or related field

Minimum of 5 years’ experience in a technical and/or specialist HR function related to Compensation & Benefits

MSF experience is compulsory, MSF HRCo experience is a strong asset

COMPETENCIES

In-depth knowledge of MSF HR processes and tools

Innovative thinking and solution oriented. Ability to articulate complex messages to diverse audiences, influencing others to embrace a common vision or goal

Collaborative team player with a deep understanding of organizational challenges and change processes

  • Knowledge of MSF OCB internal HR tools is an asset

LANGUAGES

  • Proficiency inEnglishor French, both written & spoken is mandatory
  • Proficiency in the second of these languages is a strong asset
  • Good knowledge of Arabic, Spanish or Portuguese is an asset
CONDITIONS

Expected starting date: as soon as possible

Location: *Brussels (Belgium)

* Due to legal administrative constraints, given the duration of the contract, candidates must already have a valid work permit with mention of 'Unlimited access to the labor market' to work in Belgium

**Other location/s within 3 hours from Brussels could be considered. The final outcome depends on the residency of the candidate, the local legal limitations (residency, work permit, etc.) and on agreement with the hosting MSF entity of these locations

Mobility: up to 70% in MSF projects

Salary according to MSF-OCB mobile staff grid
