Rhox is seeking a skilled Business Analyst to lead the analysis workstream for a Belgian justice digitisation programme. You will map as‑is and to‑be processes, coordinate data exchanges between public bodies, and maintain requirements in Jira and Confluence.
The role involves defining user stories and acceptance criteria, guiding IT suppliers through UAT, and producing practical documentation and training materials.
A Belgian public-sector justice programme is digitising the organisational and information processes used to administer financial penalties, with current work focused on a central recidivism database for traffic offences. The Business Analyst will map as-is and to-be workflows in BPMN, coordinate data exchange across public bodies including police, prosecutors and courts, and maintain requirements and decisions in Jira and Confluence.
Since 2017, the programme has coordinated digitalisation initiatives across the justice chain, aiming to process penalties faster, reduce administrative work and improve the financial execution of sentences. The 2026-2027 project connects recurring-offence information from multiple public bodies, with attention to data quality, consistent processes and clearer communication with citizens. It involves the police, Public Prosecutor's Office, courts, and federal Mobility and Finance services.
You will lead the business analysis workstream for a justice programme, from analysing existing data flows and documenting as-is and to-be processes to defining user stories and acceptance criteria. Your work will guide IT suppliers through functional analysis and User Acceptance Testing (UAT), give the Project Manager clear visibility of risks and dependencies, and provide stakeholders with usable documentation, guides and training materials.
Bachelor's degree in business analysis, information systems, IT, public administration or a related field, or equivalent professional experience.
