Job summary

HumanInTech in Brussels is seeking a senior program coordinator to lead the application development aspects of a nationwide biometric modernization programme. The role requires managing cross-functional teams, external suppliers and multiple stakeholders to deliver a scalable platform for biometric data management and interoperability.

You will work closely with architects and a project manager to ensure governance, quality controls and timely delivery within a hybrid Brussels setup.

Qualifications

• Expert-level project management expertise.
• Knowledge of information systems, architecture, business applications and integration.
• Experience with Agile, Scrum and DevOps methodologies.
• Understanding of service-oriented and event-driven architecture.
• Experience managing multi-stakeholder programmes.
• Knowledge of testing, validation and software acceptance processes.
• Experience with GitLab, Jira and OpenProject.
• Familiarity with SharePoint and Microsoft Teams.
• Understanding of application lifecycle management.

Responsibilities

• Coordinate and supervise application development teams for a national digital photo library platform and biometric data management.
• Manage the operational interface with an external supplier delivering fingerprint and facial recognition solutions.
• Ensure interoperability between different solutions, esp. case management and international alerts.
• Consolidate planning across internal teams and external suppliers, track milestones and deadlines, and identify delays.
• Produce indicators and dashboards for reporting to stakeholders and management.
• Work with technical architects to ensure compliance with architecture standards.
• Ensure coherence of implemented solutions with a functional project manager.
• Support the programme manager in governance and steering activities.
• Contribute to quality processes and acceptance procedures for the public procurement contract.
