A regional public administration is strengthening its IT solution delivery department with a team of project managers. The team runs business projects using an agile approach. Projects are delivered in three ways: custom development (Java/Angular), collaboration with internal service centres (Pega, Odoo, SAP, Microsoft, Jahia), or external suppliers (off-the-shelf products or fixed-price outsourced development).
The role involves managing several projects at the same time, from initial scoping to handover into production. It requires close cooperation with business teams and IT teams: analysts, architects, a UX expert, developers and technical experts, and support and operations services.
Responsibilities

- Identify suppliers, contacts and experts. Draft the project charter and set up the project organisation.
- Lead internal and external kick-off meetings to understand the client’s needs and environment.
- Define tasks and deliverables, both technical and documentation. Build the project plan in short iterations focused on delivering value.
- Assemble the project team and drive it forward.
- Act as the single point of contact for the business.
- Track planning, budget, scope and risks. Manage change requests.
- Bring all stakeholders together around shared objectives.
- Step in hands-on during critical phases (heavy workload, tight deadlines), especially during delivery.
- Coordinate and supervise development, testing and training.
- Follow up on go-live, provisional acceptance (MVP) and final acceptance (handover to maintenance).
- Close projects formally.
- Provide reporting tailored to each level of decision-making.
- Ensure clear and transparent communication with all stakeholders.
