Keystone Solutions is seeking a seasoned Consultant for a client-site mission focused on the operational readiness of tunnel infrastructure, including the Scheldetunnel. The role spans operations, safety, regulations, testing, training, and toll-collection preparations related to tunnel openings.

We expect a Master’s degree and at least 10 years in complex infrastructure projects, with proven opening/operational readiness experience.

Qualifications

• Master's degree or equivalent experience.
• At least 10 years of relevant experience in complex infrastructure projects, tunnel projects, operational preparation, traffic management, toll collection, or similar environments.
• Proven experience with opening processes, operational readiness, or infrastructure preparation.
• Knowledge of tunnel safety, traffic management, emergency services operations, and safety compliance.
• Experience with stakeholder management in a complex project or public context.
• Commitment of 0.5 to 0.7 FTE, to be filled by one person.
• Immediate availability upon assignment.
• Willingness to be regularly present in Antwerp (office, site, and meeting locations).

Responsabilités

• Preparation for the operational phase and opening of tunnels.
• Monitoring and refining operational requirements within the preparation process.
• Coordination and follow-up of operational tests, particularly SIT-O.
• Alignment on training and exercises in relation to tunnel openings.
• Preparation, follow-up, and assurance of safety documentation and compliance.
• Interfacing with construction project teams, emergency services, external stakeholders, and related projects.
• Support on traffic management themes, regulations, and legal frameworks.
• Monitoring relevant program and policy files impacting operations, with a focus on toll collection, user financing, operational processes, and national and international stakeholders.

Mission Overview:

Keystone Solutions is seeking a Consultant for a mission at a client site focused on the operational readiness of tunnel infrastructure. This role involves advising and executing specific tasks that contribute to the successful opening and operation of the Scheldetunnel and other tunnel complexes. As a consultant, you will work at the intersection of operations, tunnel safety, regulations, operational testing, training, stakeholder coordination, and the preparation for toll collection related to tunnel openings.

Key Responsibilities:

• Preparation for the operational phase and opening of tunnels.
• Monitoring and refining operational requirements within the preparation process.
• Coordination and follow-up of operational tests, particularly SIT-O.
