Job summary

Department of Justice and Community Safety VIC in Melbourne is seeking a Business Analyst and Project Support Officer to support Emergency Management Victoria's Technology and Data division.

You will manage the lifecycle of business requirements, facilitate scoping, and lead requirements gathering across multiple agencies to ensure clear, actionable deliverables and well‑documented user stories that align with the Victorian emergency management strategy.

Qualifications

• 5+ years in a business analysis role, with proven experience delivering data, digital infrastructure, or complex transformation projects.
• Bachelor’s degree in IT, business, or related field; BRM or business analysis certification is a plus

Responsibilities

• Manage the lifecycle of business requirements throughout the project (investigation, analysis, clarification, prioritisation, documentation and traceability).
• Facilitate scoping activities and determine priority of large or complex changes, engaging senior stakeholders.
• Lead requirements gathering across a complex, multi‑agency emergency sector ecosystem (CFA, FRV, VICSES, Triple Zero).
• Work with project managers, product owners, solutions architects, developers and business stakeholders to ensure deliverables are accurate and understood.
• Translate operational challenges into clear business cases and user stories aligned with strategy.
• Conduct workshops and interviews to elicit requirements, document use cases and processes, identify gaps or improvements.
