Job summary

Leaders, in partnership with Peoplebank, is seeking a Senior Project Manager / Programme Lead to run a feasibility study of the current customer billing platform and operating model. You will assess the current state, quantify risk, and outline options for governance and delivery.

The role focuses on analysis and board-ready recommendations to decide whether change is required and the best path forward, not a full system implementation.

Qualifications

• Proven experience in utilities (water/energy)
• Senior project/program leadership on core system feasibility and strategy engagements
• Hands-on exposure to customer billing/CIS/revenue/payments platforms and their integrations
• Strong commercial & analytical capability: TCO modelling, cost/benefit, risk analysis
• Ability to produce executive/board-level documentation (business cases, recommendations)
• Stakeholder management across Technology, Finance, Customer, Operations and Procurement
• Vendor/partner engagement
• Excellent written communication and presentation skills

Responsibilities

• Lead feasibility assessment of the current billing platform and operating model.
• Quantify risk and total cost of ownership; assess future options.
• Produce board-ready recommendations on whether change is required and the best path forward.
• Engage with cross-functional stakeholders to inform decisions.

You will evaluate the current state, quantify risk and total cost of ownership, compare future options and produce board-ready recommendations.

This role is not focused on delivering a new billing system implementation—its purpose is to determine whether change is required and, if so, the best path forward.
