Responsibilities

  • Provide expert procurement governance, compliance, assurance, and risk management advice to ensure procurement activities comply with legislative, policy, and agency's requirements.
  • Provide strategic procurement advice and support to SCPM sourcing team and stakeholders on end to end sourcing, contract management, and vendor management activities.
  • Monitor and enhance procurement governance, compliance, and control frameworks, driving continuous improvement and capability development initiatives.
  • Support procurement leadership in the development, implementation, and ongoing improvement of procurement governance frameworks, policies, processes, procedures, and associated guidance materials.
  • Identify, assess, and mitigate procurement and commercial risks while ensuring compliance with probity, governance, audit, and assurance requirements.
  • Develop and implement category strategies that deliver value for money outcomes, manage risk, and support agency's objectives.
  • Prepare high quality procurement documentation, briefings, reports, and recommendations to support sound decision making and governance outcomes.

Senior Procurement Officer

Grade: 9/10
Salary range: $133,348-146,945 + superannuation and leave loading
Duration: temporary full-time role for up to 12 months
Location: Hybrid / McKell Building (main office), Haymarket - Sydney

Deliver high value procurement outcomes that support critical telecommunications services across NSW.

We are seeking a Senior Procurement Officer to support procurement governance, compliance, and continuous improvement initiatives. The successful candidate will possess demonstrated experience implementing procurement policies, procedures and control frameworks within a government or highly regulated environment, together with proven ability to deliver end to end procurement and contract management activities and work collaboratively with stakeholders to achieve compliant, value for money outcomes.

About the team

This role sits within the Strategic Commercial and Procurement Management (SCPM) team in the NSW Telco Authority (NSWTA).

The SCPM team acts as the front door for commercial work across Telco functions and projects, providing expert support for all procurement and contract management activities that underpin day to day operations. The team works closely with internal stakeholders, Department of Customer Service procurement partners, and governance teams to ensure procurement activities are strategically aligned, compliant, and deliver strong commercial outcomes.

Your responsibilities will include

To be successful in this role you will
  • Hold Essential Security Clearance: You will be able to obtain and retain minimum Baseline Security clearance within six months to work with sensitive government and critical communications information
  • Be an experienced and resilient procurement professional with demonstrated end to end procurement experience in a public sector or highly regulated environment
  • Possess strong knowledge of public sector procurement legislation, procurement policies, governance frameworks and compliance requirements.
  • Demonstrate sound commercial acumen, including tendering, contract negotiation and contract management expertise
  • Deliver value for money outcomes while effectively managing risk and competing priorities
  • Demonstrate proven capability to develop and implement category strategies that deliver value-for-money outcomes and support agency's objectives.
  • Exhibit excellent stakeholder engagement and negotiation skills, with the ability to influence at senior levels
  • Act with integrity and uphold ethical procurement and probity standards
Nice to have
  • Hold relevant tertiary qualifications and/or professional procurement certification (e.g. "CIPS").
  • Demonstrate experience supporting the transition to a procurement-accredited environment, including the development, implementation and continuous improvement of procurement policies, procedures, governance frameworks, controls, systems and capability uplift initiatives.
