Job summary

City of Port Phillip is seeking a Senior Planning Compliance Officer in a full-time, permanent role based in Melbourne. The position leads complex investigations, mentors staff and drives continuous improvement in planning compliance while ensuring statutory obligations are met.

You will provide expert technical advice, coordinate enforcement actions, and engage with internal and external stakeholders to achieve quality community outcomes. Hybrid work and generous study support are offered.

Qualifications

• Qualifications in Statutory Planning, Planning Law or a related discipline, or equivalent relevant experience.
• Demonstrated experience in planning, regulatory, compliance or enforcement, preferably in Local Government.
• Strong knowledge of planning legislation and enforcement procedures.
• Experience undertaking investigations, gathering evidence and managing enforcement matters.
• Proven experience in matters that have proceeded to VCAT and/or Magistrates' Court.
• Excellent analytical, investigative and problem-solving skills.
• Well-developed written communication skills, including reports and legal documentation.
• Strong stakeholder engagement, negotiation and conflict resolution skills.
• Experience mentoring staff and contributing to a positive team culture.

Responsibilities

• Lead and undertake complex planning compliance investigations and enforcement matters.
• Conduct site inspections, gather evidence, and coordinate enforcement actions.
• Prepare briefs of evidence, issue infringement notices, and represent Council in proceedings before VCAT and other courts.
• Monitor compliance with planning permits, scheme requirements and 173 Agreements.
• Provide expert technical advice to internal stakeholders and the broader community.
• Build relationships and resolve enquiries and disputes through effective communication.
• Mentor Planning Compliance Officers and support capability development.
• Identify opportunities to improve systems and service delivery.
• Collaborate with legal representatives, agencies and stakeholders to achieve coordinated outcomes.
• Contribute to policy and procedural development for Planning Compliance.
