Job summary

The Project

The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest‑ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.



Job Description

The Torrens to Darlington (T2D) Alliance will deliver the final 10.5km section of the North‑South Corridor, forming a continuous 78 km, non‑stop, traffic light‑free motorway, and contributing to a long‑lasting legacy for the community and people of Adelaide.


The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long‑term unemployed and offers people an incredible opportunity to be a part of an iconic project.



The Role

The Senior Learning Advisor is responsible for overseeing and managing workforce training, apprenticeships, and traineeships across a major construction project. This role ensures all project workers and subcontractor personnel meet qualification, compliance, and progression requirements to maintain a safe, competent and project‑ready workforce.


The position provides strategic oversight of workforce qualifications, training plans, and RTO coordination, while leading training coordinators and supporting subcontractors to meet contractual and regulatory obligations. The role also ensures effective oversight of apprenticeship funding and ADMS claims and contributes to strong stakeholder engagement across the project supply chain.



Responsibilities


  • Manage and oversee workforce qualifications aligned to project requirements, including Certificate III in Manufacturing Mineral Products (Traineeship), Certificate III in Civil Construction Plant Operations, Certificate IV in Civil Construction Supervision, and Tunnel Ready Program pathways.

  • Maintain accurate training records by tracking worker competencies, completion status, and qualifications within project systems, ensuring audit‑ready data at all times.

  • Develop and maintain individual and cohort‑based training plans for apprentices, trainees, and workers aligned with workforce planning, trade demand, and construction program milestones.

  • Coordinate training delivery schedules with Registered Training Organisations (RTOs), ensuring minimal disruption to construction activities and alignment with site operations.

  • Manage apprenticeship funding processes, including ADMS submissions, tracking, and reconciliation for all apprentices engaged on the project.

  • Monitor, verify, and report subcontractor workforce qualifications across key disciplines including Electrotechnology, Boilermaking, and Mechanical trades, ensuring compliance with project and regulatory requirements.

  • Lead subcontractor engagement activities including forums, communications, and promotion of training and career pathways to strengthen workforce capability and compliance across the supply chain.

  • Provide day‑to‑day leadership, coaching, and workload management for Training Coordinators to ensure consistent service delivery and alignment with project priorities.

  • Lead monthly and ad hoc reporting on traineeship and apprenticeship activity across the project.

  • Identify workforce competency risks, gaps, and improvement opportunities, contributing to continuous improvement initiatives that enhance safety, delivery outcomes, and long‑term workforce capability.

  • Generate workforce training statistics and collaborate with stakeholders to refine reporting processes across multiple reporting frameworks (e.g. DIT, OIA, Skills SA).



About You


  • Formal qualification in Learning & Development, Human Resources, Training & Assessment, or Business.

  • Working knowledge of Registered Training Organisation (RTO) compliance requirements.

  • Experience supporting workforce capability, future skills development, or talent development frameworks.

  • Exposure to medium or large organisational environments with structured leadership or development pathways.

  • Demonstrated experience in training coordination, leadership development, or learning and development roles.

  • Proven experience delivering or coordinating leadership development programs across multiple organisational levels.

  • Experience managing accredited training and qualification pathways, including coordination with RTOs.

  • Strong planning and scheduling skills with the ability to manage multiple programs and priorities concurrently.

  • High-level stakeholder engagement skills, including working with senior leaders and external providers.

  • Excellent written and verbal communication skills.

  • Strong administrative and organisational capability with high attention to detail.

  • Strong coordination skills to support the delivery of efficient and effective training programs.
