NDIA is seeking an EL1 DevOps Engineer (Labour Hire) to design, develop and support the Agency’s Cloud & Data Infrastructure, including Salesforce and MuleSoft integration. You will lead CI/CD initiatives, manage stakeholder relationships and drive delivery using an agile framework.

You will collaborate with CRM developers and testing teams to ensure timely, well-documented solutions that align with Agency objectives across multiple forums.

Qualifications

  • Extensive hands-on AWS infrastructure experience, with ability to design and manage scalable cloud solutions.
  • Proven DevOps practices expertise, with pipelines using GitLab, Artifactory and Jira to streamline workflows.
  • Strong IaC skills with Terraform for automated provisioning and management.
  • Proficiency in Git and agile methods for collaborative, iterative development.
  • Ability to write and maintain code in Python, JavaScript, and Golang.
  • Experience with containerization, deployment, and orchestration using Docker and Kubernetes.

Job description

The EL1 DevOps Engineer (Labour Hire) will work closely with key business stakeholders, CRM developers and testing teams to enable and support Salesforce and MuleSoft development across the Agency. The role will also manage critical internal and external stakeholder relationships, representing and negotiating on behalf of the NDIA to support delivery outcomes and advance Agency objectives across a range of forums.

A supplier briefing will be held for this role on Tuesday 29 September – meeting details will be posted in the “Q&A” section of the RFQ for invited Sellers only.

Rate

The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process.

Citizenship

As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check.

Labour Hire Licence

Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted.

Key duties and responsibilities
  • Design, development, deployment, and support of the Agency’s Cloud & Data Infrastructure.

  • Playing a key leadership role in project teams, utilising an agile development framework.
  • Engaging with stakeholders to define project requirements, set priorities, and deliver results.

About the team

The Environment and Release Management Directorate’s Continuous Integration and Continuous Delivery (CI/CD) team is responsible for improving and optimising the delivery pipelines for the Agency’s Core CRM platform, which is underpinned by Salesforce and MuleSoft technologies. The broader Directorate commissions and supports pre-production environments and coordinates and performs production releases. Together, these capabilities play a critical role in enabling efficient development, testing and release workflows, improving delivery velocity and supporting the Agency’s ability to achieve Scheme objectives.

Criteria

Essential criteria
  • 1.Extensive hands-on experience with AWS infrastructure and services, with proven ability to design, implement, and manage scalable cloud solutions.
  • 2.Strong experience in building and deploying DevOps practices, tools, and continuous delivery pipelines, including GitLab, Artifactory, and Jira, to streamline development workflows.
  • 3.Expertise in Infrastructure as Code (IaC) tools such as Terraform for automating infrastructure provisioning and management
  • 4.Proficiency with version control systems like Git, combined with a solid understanding of agile development methodologies to support collaborative, iterative development..
  • 5.Ability to write and maintain moderately complex code across multiple programming languages, including Python, JavaScript, and Golang.
  • 6.In-depth experience with containerization, cluster deployment, and orchestration technologies such as Docker and Kubernetes, ensuring efficient application delivery and management.
Desirable criteria
  • 1.Demonstrated experience working with Salesforce, MuleSoft and/or AWS environments, including Kubernetes-based platforms.
  • 2.Familiarity with HashiCorp Vault for securing sensitive data and managing secrets across cloud infrastructure.
  • 3.Designing and managing intelligent CI/CD automation where AI agents execute discrete, permission-constrained tasks (e.g., auto-remediation, documentation, or testing).
  • 4.Demonstrated experience performing or leading GitLab to GitHub migrations within a complex SDLC environment supporting Salesforce, MuleSoft or comparable enterprise technologies.
