Job summary

Connect One Recruitment is partnering with a Large Government organisation to appoint a Senior Development Manager in Canberra, ACT. You will lead end-to-end delivery of complex land and urban development projects from sales through to completion.

The role provides governance, commercial oversight and strong stakeholder leadership across multiple projects, ensuring delivery aligns with government priorities, budgets, timelines and community objectives.

Qualifications

• Extensive experience in project or program delivery across complex land development, infrastructure, urban development or similarly complex projects.
• Strong knowledge of governance, contract management, procurement, commercial management and risk management.
• Strong stakeholder engagement, communication and leadership skills, with ability to coordinate multidisciplinary teams and influence outcomes across government and industry environments.

Responsibilities

• Lead complex greenfield and urban development projects, managing timelines, milestones, budgets, resources, approvals, procurement, construction and handover.
• Ensure compliance with contractual, government and organisational requirements, while actively managing procurement, contracts, project risks, budgets and delivery performance.
• Build and maintain strong relationships with government agencies, developers, contractors, buyers and key stakeholders, while providing clear reporting and strategic advice to senior stakeholders.

Our client is a LargeGovernment organisationwho are seeking an experienced Senior Development Managerto join their team in Canberra, ACT.

Role summary:

The Senior Development Manager will lead the end-to-end delivery of complex land development and urban development projects, primarily from the sales process and site settlement through to project completion. The role provides technical, commercial and stakeholder leadership across multiple projects, ensuring delivery meets government priorities, contractual obligations, budget, time, quality and community objectives.

Key Responsibilities:

Project Planning & Delivery – Lead complex greenfield and urban development projects, managing timelines, milestones, budgets, resources, approvals, procurement, construction and handover.

Governance, Risk & Commercial Management – Ensure compliance with contractual, government and organisational requirements, while actively managing procurement, contracts, project risks, budgets and delivery performance.

Stakeholder Leadership & Reporting – Build and maintain strong relationships with government agencies, developers, contractors, buyers and key stakeholders, while providing clear reporting and strategic advice to senior stakeholders.

Selection Criteria:

Extensive experience in project or program delivery, particularly across complex land development, infrastructure, urban development or similarly complex projects.

Strong knowledge of governance, contract management, procurement, commercial management and risk management, with the ability to manage projects against scope, budget, time and quality targets.

Strong stakeholder engagement, communication and leadership skills, with demonstrated ability to coordinate multidisciplinary teams and influence outcomes across government and industry environments.
