Job summary

AAR Consulting Group seeks a Senior Business Analyst to shape the future HR operating model for a major NSW Government HCM transformation. You will work across the Future Operating Model and Business Reform pillars, engaging senior executives and SMEs to understand capabilities, processes and data.

You will challenge assumptions, manage resistance and translate strategic objectives into clear, technology-agnostic requirements that drive design outcomes before finalising technology choices.

Qualifications

• Significant experience as a Senior Business Analyst on major transformation programs.
• Experience with senior executives and challenging stakeholder environments.
• Experience in HCM, HRIS or workforce transformation environments is highly desirable.
• Strong requirements elicitation, analysis, documentation and traceability skills.
• Exceptional workshop facilitation and stakeholder engagement capability.

Responsibilities

• Lead business analysis activities across Future Operating Model and Business Reform workstreams.
• Engage with senior executives, HR leaders and SMEs to understand capabilities, processes and data.
• Analyse the existing HCM environment and identify what should be retained, improved or redesigned.
• Facilitate complex workshops to establish future-state requirements and service outcomes.
• Challenge assumptions and manage resistance to change.
• Translate strategic objectives into clear, actionable business requirements.
• Develop current-state and future-state operating models, processes and services.
• Identify gaps between current and desired future state.
• Define capabilities, processes and information to support the future operating model.
• Analyse HR data and determine redesign needs for a future solution.
• Ensure requirements are technology-agnostic and business-outcome focused.
• Provide business analysis input to future solutions and SaaS HCM platforms.
• Maintain traceability between objectives, reform, design and requirements.
• Identify dependencies, risks and issues affecting outcomes.
• Collaborate with architecture, change, data and program teams.
• Produce high-quality artefacts and decision papers.
• Support governance forums with evidence-based recommendations.
