Job summary

NSW Department of Communities and Justice is seeking an experienced ICT Program Manager to lead delivery of complex, large-scale technology programs supporting community outcomes. You will drive strategic digital initiatives from concept to implementation and benefits realisation, reporting to the Director, Major Digital and ICT Programs, and shaping enterprise-wide transformation.

Your role

We are seeking an accomplished ICT Program Manager to lead the delivery of complex, large-scale technology programs that support critical organisational and community outcomes. Reporting to the Director, Major Digital and ICT Programs, you will be responsible for driving strategic digital initiatives from concept through to implementation and benefits realisation.

What you’ll do

As an ICT Program Manager, you will lead the planning, governance, delivery, and oversight of a portfolio of high-impact ICT programs. You will be responsible for managing program budgets, resources, risks, dependencies, procurement activities, and vendor relationships while ensuring alignment with organisational objectives and government standards. Working closely with senior executives, business leaders, project teams, and external partners, you will establish effective governance frameworks, provide strategic advice, monitor program performance, and ensure successful delivery of outcomes and benefits. You will also lead multidisciplinary teams, foster collaboration across programs, and navigate complex stakeholder environments to achieve results in a dynamic and evolving landscape.

What we’re looking for

We are looking for a strategic and results-driven program leader with a strong track record of delivering complex ICT programs within large and complex environments.

The ideal candidate will demonstrate:

• Extensive experience leading large-scale ICT or digital transformation programs from initiation through to implementation and benefits realisation.
• Strong program governance expertise, including oversight of risks, issues, interdependencies, reporting, and assurance activities.
• Experience managing substantial program budgets, resource planning, procurement activities, and vendor and contract management.
• Exceptional stakeholder engagement, negotiation, and influencing skills, with the ability to build trusted relationships across executive leadership teams, business units, external partners, and service providers.
• Demonstrated success leading multidisciplinary teams and fostering a culture of collaboration, accountability, and continuous improvement.
• Strong strategic thinking and problem solving capabilities, with the ability to manage ambiguity, changing priorities, and complex delivery environments.
• Excellent communication skills, including the ability to prepare executive briefings, business cases, reports, presentations, and strategic advice for senior decision makers.
• Experience balancing competing priorities while ensuring programs achieve intended outcomes, benefits, and value for the organisation

• Delivery of complex ICT programs within NSW Government or a comparable public sector environment.
• Strong knowledge of government ICT governance, assurance, investment, and reporting frameworks.
• Experience working within human services, justice, community services, or similarly complex service delivery environments.
• Exposure to integrated case management systems, digital platforms, identity management solutions, data and analytics programs, or enterprise technology transformations.
• Experience working with Agile, Hybrid, and traditional project delivery methodologies.

Qualifications

• Tertiary qualifications in Information Technology, Business, Project Management, or a related discipline.
• Program management certifications such as MSP (Managing Successful Programmes), PMP, or equivalent are highly desirable.
• A demonstrated commitment to ongoing professional development and continuous learning.
