Job summary

Brisbane City Council is seeking an experienced Program Manager to lead large-scale technology and infrastructure transformation. You will report to the Portfolio Delivery Manager and drive strategic initiatives that modernise infrastructure services and enable the organisation's digital future.

You will oversee multiple projects, partner with executives, vendors and service owners, and ensure delivery aligns with technology roadmaps and business outcomes.

Work type: Temporary Full-time (2 roles available)

Duration: Up to 24 months (Extension/s thereafter but not guaranteed)

Our Branch

Information Services Branch (ISB) supports and enables Council’s day-to-day activities and services through efficient, flexible and innovative ICT solutions. ICT plays a key role in helping Council deliver the best possible outcomes for the city, with a focus on upgrading Council's overall business efficiency and customer service capability. ISB is responsible for development of the ICT strategy that supports the business objectives of Council as a whole, as well as information management and ICT service delivery in Council.

The Role

Are you an experienced Program Manager with a passion for delivering large-scale technology and infrastructure transformation?

We are seeking strategic and outcome-focused leaders to drive the successful delivery of critical technology initiatives that modernise infrastructure services, improve operational resilience, simplify technology environments and enable the organisation's digital future.

Reporting to the Portfolio Delivery Manager, you will lead the planning, governance and delivery of strategic initiatives within major technology programs. Working closely with executives, business stakeholders, technical specialists, service owners, vendors and delivery partners, you will ensure initiatives are successfully delivered and aligned to organisational priorities, technology roadmaps and long-term business outcomes.

You will oversee multiple interrelated projects and workstreams, providing leadership across planning, governance, stakeholder engagement, financial management, risk management and benefits realisation.

The role provides the opportunity to lead initiatives spanning cloud enablement, infrastructure modernisation, network transformation, operational resilience, technology asset lifecycle management, AIOps and automation capabilities, service management improvements, business-managed technology remediation, and the rationalisation and replacement of legacy technology platforms.

About You

You are a highly experienced Program Manager with a proven track record delivering complex technology and infrastructure initiatives within large and complex organisations. You bring strong leadership capability, commercial acumen and stakeholder management expertise, combined with the ability to navigate competing priorities and drive successful outcomes across a diverse portfolio of work.

You are equally comfortable engaging with senior executives and governance forums as you are working alongside technical delivery teams and operational stakeholders. You can translate technical complexity into meaningful business outcomes and maintain momentum across large-scale transformational initiatives.

You are recognised for building strong relationships, establishing effective governance, managing delivery risk and successfully leading programs that deliver measurable organisational value.

To Be Successful You Will Have
  • extensive experience leading large and complex technology, infrastructure or digital transformation programs within enterprise environments
  • demonstrated success delivering initiatives involving cloud services, infrastructure modernisation, technology lifecycle management, network services, service management capabilities, automation, operational technology or legacy technology remediation
  • proven ability to manage multiple interdependent projects, workstreams, stakeholders and delivery partners
  • strong program governance, financial management, planning, benefits realisation and risk management expertise
  • experience leading multidisciplinary teams comprising Program Managers, Project Managers, Business Analysts, technical specialists and vendors
  • strong understanding of contemporary enterprise technology environments and the challenges associated with sustaining, modernising and transforming technology services
  • exceptional stakeholder engagement and influencing skills, with experience working across executive leadership teams, governance committees, business stakeholders and technical specialists
  • strong communication skills, including the ability to translate complex technical concepts into clear business outcomes
  • experience managing significant budgets, vendor relationships and contractual delivery obligations
  • tertiary qualifications in Project Management, Business, Information Technology, Engineering or a related discipline, or equivalent experience
  • program management certifications such as MSP, PgMP, PMP or similar are highly regarded.
