Job summary

CIP Constructions is seeking an experienced Pre-Construction Manager to lead the pre-construction and bid management function, collaborating with estimating, design, procurement and project delivery teams to secure and deliver commercial and industrial projects across Australia.

You will drive tender strategy, reviews, value engineering and risk management, while building strong client relationships and guiding projects from concept through handover.

Qualifications

• Degree or Diploma in Construction Management, Building, Architecture, Design, or a related discipline.
• Trade qualification supported by extensive relevant construction industry experience.
• Minimum 3 years in a Pre-Construction, Bid Management, Design Management or Project Planning role.

Responsibilities

• Lead the end-to-end tender process from opportunity identification through submission.
• Coordinate tender start-up meetings and bid reviews with cross-functional teams.
• Develop and implement procurement and work-winning strategies.
• Manage submission programs to ensure high-quality bids ahead of deadlines.

The Opportunity

We are seeking an experienced Pre-Construction Manager to join our growing team and play a pivotal role in securing and delivering high-quality commercial and industrial construction projects.

Reporting to the Head of New Business, you will lead the pre-construction and bid management function, working closely with estimating, design, procurement, and project delivery teams. This is an opportunity to influence project outcomes from concept through to handover, while building strong client relationships and driving successful tender submissions.

Key Responsibilities

Business Development

• Develop and implement procurement and work-winning strategies.
• Build and maintain relationships with clients, developers, consultants, and key industry stakeholders.
• Identify project opportunities and contribute innovative solutions for clients.
• Monitor market trends and competitor activity.
• Lead the end-to-end tender process from opportunity identification through submission.
• Coordinate tender start-up meetings and bid reviews.
• Manage submission programs to ensure high-quality bids are delivered ahead of deadlines.
• Prepare and deliver tender presentations and post-tender submissions.
• Collaborate with estimating, design, services, construction and project management teams.
• Manage project planning, design coordination, methodology development and risk assessment.
• Drive value engineering initiatives and identify commercial opportunities.
• Develop and maintain Risk and Opportunity Registers.
• Review designs, procurement strategies, construction methodologies and programming.
• Support project teams through tender handover and early project delivery stages.

Stakeholder Management

• Partner with clients and consultants throughout the pre-construction phase.
• Coordinate internal and external resources to achieve optimal project outcomes.
• Provide guidance and troubleshooting support to project teams when required.

About You

To be successful in this role, you will ideally possess:

Qualifications

• Degree or Diploma in Construction Management, Building, Architecture, Design, or a related discipline; or
• Trade qualification supported by extensive relevant construction industry experience.

Experience

• Minimum 3 years' experience in a similar Pre-Construction, Bid Management, Design Management or Project Planning role.
• Demonstrated success managing competitive tender submissions and stakeholder relationships.

Technical Knowledge

• Strong understanding of commercial construction methodologies and procurement models.
• Knowledge of Design & Construct, ECI, GMP, Construction Management and Hard Dollar tenders.
• Understanding of BCA compliance, Green Star requirements, WHS legislation and project programming.
• Experience with platforms such as Procore, EstimateOne, ProcurePro or similar systems.
