Job summary

Deaf Connect in Brisbane seeks a Manager – Program Operations to lead Education's RTO functions, ensuring compliant, high‑performing student-centred operations. You will oversee program design, administration, contracts and quality, drive system integration (Moodle, aXcelerate) and align workforce capability with strategic goals.

The role requires VET leadership, strong change management and data‑driven decision making to support growth while maintaining regulatory compliance with the Standards

Qualifications

• Proven leadership in VET/RTO environments and knowledge of NVR Act, Standards for RTOs, AQTF Standards.
• Experience leading regulated education or training operations.
• Strong change management and continuous improvement experience.
• Ability to interpret operational data to inform decisions.

Responsibilities

• Provide operational leadership across Program Design, Administration & Compliance, Contracts and Quality.
• Lead multidisciplinary teams to deliver high-performing, student-centred outcomes.
• Oversee the student lifecycle from engagement through reporting.
• Monitor KPIs, service standards and compliance requirements.
• Identify operational risks and implement mitigation strategies.
• Drive continuous improvement using data, feedback, audits and industry engagement.
• Oversee internal and external audits, and corrective/preventive actions.
• Ensure compliance with Standards for RTOs, NVR Act and funding contracts.
• Lead the integration of RTO systems (Moodle, aXcelerate).
• Identify opportunities to improve the student lifecycle and operational efficiency.
