Job summary

Department of Justice and Community Safety's Emergency Management Victoria seeks a Manager, Intelligence to lead and expand the SCC-based intelligence, mapping and predictive services functions.

You will oversee a team of intelligence and geospatial specialists, develop a program of work for 24/7 Watch Desk operations, and partner with WoVG agencies to inform tactical and strategic decisions.

The Department of Justice and Community Safety is seeking a Manager, Intelligence to provide a critical role within Emergency Management Victoria.

About the Business Unit

Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria.

EMV drives the integration of policy, strategy, operational coordination, sector specific technology, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.

EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary & Chief Executive, and Emergency Management Commissioner, and includes oversight of statutory entities and offices and the department's emergency management accountabilities.

EMV has legislative responsibility for managing the State Control Centre (SCC), Victoria's primary control centre for managing emergencies. It comprises a Watch Desk, which provides a base service and operates 24 hours a day, 7 days a week, 365 days a year, and stewardship teams that are functionally aligned to the Australasian Inter-service Incident Management System (AIIMS) framework and principles. Stewardship teams focus on sector-wide governance, coordination and engagement, capability building, strategic planning and continuous improvement. They also support internal SCC business and provide core operational support to the SCC, as needed.

The Intelligence team provides stewardship of the SCC's Intelligence, Mapping and predictive services functions. This includes a focus on sector-wide coordination and engagement (including the surge workforce for both functions), strategic planning, and capability building (e.g. through training and developing standardised tools, templates and processes).

The Intelligence team provides timely operational management information, mapping and geospatial data products and intelligence to the emergency management sector, the State Control Team and others, to inform planning and decision making. The team also manages the ongoing collection of data, information, and intelligence from whole of government (WoVG) agencies to support intelligence development.

About the Role

The Manager, Intelligence leads and manages the Intelligence team and a surge team of Predictive Services Fire and Flood Behaviour Analysts in the SCC within EMV. They are responsible for developing and implementing integrated intelligence, predictive services, weather and mapping products and programs in support of the State Control Centre's 24/7 Watch Desk.

The role ensures the timely production and accuracy of written intelligence products, maps and predictive analytics which inform and support tactical, operational and strategic decision making.

The role requires you to participate in the SCC's emergency management arrangements, including being placed on standby in accordance with the VPS Enterprise Agreement 2024; this may include being recalled to work during the standby period. Standby is scheduled outside ordinary business hours.

You will also be required to undertake emergency management roles in the SCC and other locations as required, and commensurate with relevant training and endorsements.

Some of your duties will include:

• Lead, manage and build the capability of a team of intelligence and geospatial and data analytics specialists to ensure the provision of high-quality, accurate and timely intelligence and mapping products that inform planning and decision‑making.
• Develop, implement and manage a program of work, including relevant processes, systems and frameworks, to ensure the provision of integrated, high quality and high value intelligence products, predictive services, mapping and geospatial data products in a timely manner to key stakeholders.
• Facilitate the use of intelligence, mapping and predictive services tools, templates and processes by the Watch Desk, other relevant functions of the SCC and partner agencies.

About you

To be successful in this role, you will have:

• Experience in intelligence and analytics including forecasting, monitoring and trend assessment utilising a range of information and technologies within a sensitive and confidential environment.
• Demonstrated ability to understand and interpret client needs to provide high quality intelligence products that influence operational decision making.
• Demonstrated knowledge of Victoria's emergency management arrangements (or a relevant equivalent) is desirable.

Qualifications/requirements

• Tertiary qualifications in a relevant intelligence discipline is desirable.
