Job summary

The NSW Department of Climate Change, Energy, the Environment and Water (DCCEEW) is seeking a Manager, Asset Policy and Strategy to lead strategic asset management across a multi-billion-dollar portfolio. You will oversee asset policy, assurance, coordinate capital planning, and guide investment decisions in alignment with government policy.

You will engage with senior stakeholders, manage complex programs, and drive climate risk integration into asset planning to improve long-term performance

The Financial Control and Reporting team within the Department of Climate Change, Energy, the Environment and Water (DCCEEW) delivers enterprise-wide financial governance, assurance and policy frameworks across the portfolio.

We partner with senior leaders, NSW Treasury and key stakeholders to strengthen financial management practices, ensure compliance, and build capability across complex and evolving areas—including climate-related financial reporting and asset management.

About the Role

The Manager, Asset Policy and Strategy is responsible for providing strategic leadership and advice on the management of a multi-billion-dollar asset portfolio. You will oversee asset management policy and assurance, coordinate capital planning and investment processes, manage key stakeholder relationships, support organisational capability uplift, and embed climate risk management into asset planning to optimise long-term asset performance and value.

Working across the department and portfolio agencies, you will lead the implementation and continuous improvement of the department's asset management framework, ensuring alignment with government policy, regulatory requirements and best practice. You will coordinate asset management assurance activities, manage the department's relationship with Infrastructure NSW, and provide expert advice and guidance to support sound investment decisions and capital planning outcomes.

You will also play a key role in integrating climate risk management and climate-related disclosures into asset planning processes, while driving innovative approaches to optimise the department's capital investment program and strengthen the long-term performance and resilience of its asset portfolio.

About You

To be successful in this role, you will have:

• Demonstrated experience in asset management, capital planning, infrastructure planning, finance, policy or a related discipline, with the ability to provide strategic advice on asset investment and portfolio performance.
• Strong knowledge of asset management frameworks, governance, assurance and reporting requirements, and the ability to translate policy into practical outcomes.
• Proven experience managing complex programs of work, balancing competing priorities and delivering outcomes within tight timeframes.
• Strong stakeholder engagement, communication and relationship management skills, with the ability to influence and build trusted partnerships across diverse stakeholder groups.
• Experience driving continuous improvement, organisational capability uplift and the implementation of best-practice asset management approaches.
• Well-developed analytical and problem-solving skills, with the ability to use data and insights to support evidence-based decision-making.
• Experience, or a strong understanding, of integrating climate risk considerations and climate-related disclosures into asset planning and investment processes.

Highly regarded:

• Experience working within government or a large asset-intensive organisation.
• Experience supporting asset management assurance activities, including Asset Management Plans (AMPs), Strategic Asset Management Plans (SAMPs) and attestation processes.
• Experience managing climate-related risks and resilience initiatives for infrastructure or asset portfolios.
• Tertiary qualifications in a relevant discipline or demonstrated equivalent, relevant professional experience
• Valid driver's licence
