Job summary

The City of Perth is looking for a Head of Property Management to lead the Property Management function and own portfolio performance across leasing, tenant relationships, land tenure, financial management, governance and commercial risk.

You will operate at strategic and operational levels, delivering commercially balanced advice and driving value while aligning with governance and community outcomes for WA's capital city.

Qualifications

  • Tertiary qualification in Property, Commerce, Business, Law or related discipline.
  • Extensive senior-level experience managing a complex commercial or mixed-use property portfolio.
  • Experience leading multidisciplinary property management teams.
  • Significant experience negotiating complex leases and property transactions.
  • Strong track record delivering property strategies and improving portfolio performance.
  • Experience managing operational budgets, financial reporting and business planning.
  • Ability to navigate complex governance and stakeholder environments.

Responsibilities

  • Driving portfolio performance across occupancy, revenue, tenant retention, lease compliance and asset optimisation.
  • Leading complex and high-value commercial negotiations, including leases, renewals, rent reviews, licences and other property transactions.
  • Identifying opportunities to maximise the commercial, operational and community value of the City's property assets.
  • Providing commercially balanced advice on portfolio optimisation, acquisitions, disposals and redevelopment opportunities.
  • Maintaining strong governance, financial controls, legislative compliance and effective management of commercial and portfolio risk.
  • Building influential relationships with major tenants, government agencies, consultants, valuers, agents and industry stakeholders.
  • Providing authoritative property advice and recommendations to senior leadership, the Executive Leadership Team, Council and Committees.
  • Leading and developing a high-performing Property Management function with a strong focus on accountability, customer service and continuous improvement.

Shape the Performance and Value of a Capital City Property Portfolio

The City of Perth manages a diverse and strategically significant property portfolio spanning commercial, community, civic and strategic assets.

The Opportunity

Reporting to the Alliance Manager Properties, you will lead the City's Property Management function and take ownership of portfolio performance across leasing, tenant relationships, land tenure, financial management, governance and commercial risk.

Operating at both a strategic and operational level, you will bring strong commercial judgement to complex property matters and ensure the portfolio is managed in a way that balances financial performance, sound governance, community value and the City's long-term objectives.

Your Key Responsibilities Will Include
  • Driving portfolio performance across occupancy, revenue, tenant retention, lease compliance and asset optimisation.

You understand that successful property management is about more than administering assets — it is about actively managing performance, relationships, risk and opportunity to generate sustainable long-term value.

To Succeed In This Role, You Will Bring
  • A tertiary qualification in Property, Commerce, Business, Law or a related discipline.
  • Extensive senior-level experience managing a complex commercial or mixed-use property portfolio.
  • Demonstrated success leading and developing multidisciplinary property management teams.
  • Significant experience negotiating complex commercial leases and property transactions.
  • A strong track record of delivering property strategies and improving portfolio performance.
  • Experience managing operational budgets, financial reporting and business planning.
  • The ability to navigate complex governance and stakeholder environments, ideally within local government, the public sector or another highly regulated organisation.

You will be a credible and influential communicator, capable of navigating competing commercial, organisational and stakeholder priorities while maintaining a clear focus on performance and outcomes.
