Job summary

Whitsunday Regional Council in Queensland invites applications for the role of Manager Capital Program. Lead the delivery of the Capital Works Program across roads, transport, stormwater, parks and utilities, shaping the region’s infrastructure and community outcomes.

Reporting to the Director Infrastructure Services, you will build and mentor a high‑performing team, drive governance and budgeting, and partner with Councillors and agencies to deliver projects on time and within budget.

Qualifications

• Experience leading multidisciplinary project delivery teams.
• Strong program and project management expertise.
• Exceptional stakeholder engagement and communication skills.
• Experience managing large budgets, contracts and complex capital programs.
• Tertiary qualifications in Engineering and/or Project Management.
• A commitment to safety, accountability and continuous improvement.

Responsibilities

• Lead Council's Capital Program Delivery Branch and Capital Works Program.
• Provide leadership, mentoring and support to Project Managers and delivery teams.
• Drive project governance, assurance, risk management and continuous improvement across the capital portfolio.
• Oversee program scheduling, performance reporting, forecasting and financial management.
• Maintain and enhance Council's Project Management Framework.
• Build strong relationships with Councillors, Executive Leadership Team, Service Managers, consultants, contractors and government agencies.
• Ensure projects are delivered in line with Council's strategic objectives and community expectations.
