Job summary

Merri-bek City Council seeks an experienced Manager Capital Works Planning and Delivery to lead a multi-discipline team responsible for the development of the 10-year Capital Works Program and the delivery of the annual program worth around $90 million for 2026–27.

You will oversee Engineering Services, Building Projects and Assets and Programs, ensure on-time delivery, and align with environmental and financial sustainability goals while engaging with community stakeholders and Councillors.

Qualifications

• Proven ability to lead a large capital works program and manage a broad asset portfolio.
• Proven ability to maintain cooperative relationships to enable contract management and community engagement.
• Demonstrated senior leadership building safe, inclusive, high-performing teams and leading through change.
• Relevant tertiary qualifications and/or substantial senior leadership experience in Engineering or project/capital program management.
• Ability to translate council priorities into practical branch strategies and outcomes.
• Strong financial acumen with asset management, procurement and renewal planning experience.

Responsibilities

• Lead and develop a team of managers, promoting a safety-first, inclusive and high-performing culture.
• Develop and deliver the 10-year Capital Works Program and Asset Plan, contributing to budgets and long-term financial planning.
• Deliver annual capital works on time, on budget and to scope across roads, drainage, open space and buildings.
• Lead asset planning and service planning across asset classes to keep assets fit for purpose over their life.
• Be the go-to adviser on project management, the construction industry and asset management.
• Engage communities and asset owners during scoping and delivery.
• Advise Councillors and the Executive in a politically sensitive environment.
