Darebin City Council is seeking an experienced leader to drive the Information and Digital Services project portfolio from concept through delivery. You will oversee complex technology initiatives, manage procurement and vendor relationships, and provide strategic guidance on emerging technologies to support the council's Digital Strategy and resilience programs.

About the role:

Reporting to the Chief Information & Digital Officer, you will lead the planning, prioritisation, governance and delivery of Council's Information and Digital Services project portfolio. You will oversee technology projects from concept through to implementation, ensuring outcomes are delivered on time, within budget and aligned to strategic objectives.

You will also lead procurement and contract management activities, provide strategic advice on emerging technologies, manage vendor relationships, and contribute to key initiatives including Council's Digital Strategy, business continuity planning and organisational resilience programs.

As a leader within the Information and Digital Services team, you will foster a culture of accountability, continuous improvement and customer-focused service delivery.

You will:

• Play a pivotal role shaping the organisation’s technology project and continuous improvement methodology


• Own a diverse portfolio of digital projects


• Build strong vendor partnerships and procurement outcomes


• Be part of a values-driven, inclusive and forward-thinking organisation


• Lead the development, management and ongoing review of Council's Information and Digital Services project portfolio.


• Facilitate project assessment, prioritisation and governance processes.


• Provide expert advice regarding project priorities, risks, dependencies and investment decisions.


• Manage procurement activities for technology solutions, products and services.


• Oversee Council's Information and Digital Services contract register.


• Lead and develop the IT Project Services team.


• Foster collaboration, innovation and continuous improvement.


• Build strong relationships with internal stakeholders, consultants and technology partners.

About you:

• Significant experience leading technology projects and portfolios in complex organisational environments.


• Strong knowledge of project governance, portfolio management, budgeting, risk management and reporting.


• Proven experience in technology procurement, vendor management and contract administration.


• Experience establishing and improving project management frameworks and delivery methodologies.


• Exceptional stakeholder engagement, influencing and relationship management skills.


• The ability to manage competing priorities while delivering high-quality outcomes.


• A commitment to innovation, continuous improvement and customer-focused service delivery.


• Formal project management certification such as PRINCE2 Practitioner, PMP, MSP or equivalent.


• Minimum five years' experience leading technology projects and technology-enabled change initiatives.
