Liquor & Gaming NSW seeks a Change and Engagement Lead – Gaming Reform to drive change management, communication and stakeholder engagement across NSW gaming reform. Change and Engagement Lead - Gaming Reform
  • Join Hospitality and Racing a division within the Department of Creative Industries, Tourism, Hospitality and Sport
  • Clerk Grade 9/10 with a salary range of $133,348 - $146,945 per annum plus superannuation
  • Temporary up to 3 years role based in Sydney, NSW

About the Role

We are seeking an experienced and influential Change and Engagement Lead – Gaming Reform to play a pivotal role in delivering the NSW Government's gaming reform agenda.

Working within a dynamic, cross-functional program team, you will lead the development and implementation of change management, communication and stakeholder engagement strategies that support successful reform outcomes.

This is a high-profile role operating in a complex and fast-paced environment, where you will partner with government agencies, industry stakeholders and community groups to build awareness, readiness and adoption of significant regulatory and operational changes.

You will provide expert advice to senior leaders, manage stakeholder relationships, drive organisational readiness, and ensure change initiatives are successfully embedded across multiple workstreams.

About You

You are a highly skilled change management professional with a proven track record of delivering complex transformation programs, ideally within government or similarly regulated environments. You have demonstrated experience developing and implementing strategic change, communication and engagement initiatives that drive stakeholder commitment, readiness and successful adoption of change.

You bring exceptional stakeholder engagement and relationship management skills, with the ability to influence and negotiate across diverse groups, including senior executives, government agencies, industry representatives and community stakeholders.

You are confident providing expert advice on change impacts, risks and mitigation strategies, and can effectively navigate sensitive and high-profile environments.

To be successful in this role, you will have:

  • Demonstrated experience leading change management and engagement activities for complex programs or projects.
  • Strong communication and stakeholder engagement skills, with the ability to build trusted relationships and manage competing priorities.
  • Experience working within government, regulatory, policy or large-scale transformation environments.
  • Strong analytical and problem-solving capabilities, with the ability to assess impacts, manage risks and drive continuous improvement.
  • Experience developing executive-level communications, briefings, presentations and reports.
  • Highly desirable qualifications in change management, such as Prosci, Certified Change Management Professional (CCMP) or equivalent certifications.

Most importantly, you are a collaborative and outcomes-focused leader who can bring people on the journey, build confidence in change, and help deliver successful reform outcomes for the community.
