Job summary

The Department of Parliamentary Services in Canberra is seeking a Broadcasting Infrastructure and Support Cabling Specialist to join the Digital Recording Services Branch. You will install and maintain ELV/SELV cabling across broadcasting facilities, troubleshoot faults on live systems, and coordinate with contractors and parliamentarians to meet evolving requirements.

The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 4Broadcasting Infrastructure and Support Cabling Specialist within Digital Recording Services Branch.

An opportunity exists to join the Broadcasting Infrastructure and Support team, responsible for maintaining, supporting and renewing broadcasting facilities working for the Department of Parliamentary Services (DPS) at Australian Parliament House.

Parliamentary Broadcasting produces and distributes live audio and video coverage of all proceedings of the two chambers and the Federation Chamber, televises selected parliamentary proceedings in Parliament House and provides audio coverage of hearings held in other venues around Australia as well as multimedia and audio-visual services within Parliament House.

Broadcast Infrastructure and Support officers are also responsible for key building-wide systems including Emergency Warning and Intercommunications Systems (EWIS) and the synchronised building clocks.

Who we are looking for

Our ideal Broadcast Support cabling specialist will have:

• Experience in the installation and maintenance of SELV and ELV communications cables.
• Experience in the installation and maintenance of SELV and ELV communications cables.
• Ability to work under time constraints and prioritise in order of system availability and effect of outages.
• Willingness to work around the dynamic requirements of the Parliament.

Job Specific Requirements:

• Appropriate trade qualifications or licenses (e.g. structured cabler qualifications and endorsements or equivalent), or equivalent relevant experience are highly desirable .
• Possess or be able to obtain accreditation in work site access (e.g. White Card), Elevated Working Platforms and Confined Space access.
• The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1. Complete the installation, termination and maintenance of a broad range of communications cabling including but not limited to coaxial, triaxial, fibre optic, CAT5 and CAT6 network, SELV and ELV signal and multicore cable.
2. Apply experience in fault location and remediation to live systems, without causing additional disruption.
3. Apply experience and knowledge of minor building works including mounting hardware in accordance with building requirements and applicable regulations for concrete, brick, metal and plaster surfaces.
4. Update paper-based drawings to reflect changes to cabling and termination locations, referring to the in-house drafting team for official updates.
5. Liaise directly with a broad range of stakeholders including contractors, parliamentarians and staff, to confirm their requirements whilst completing tasks.
6. Take responsibility for identifying required tools and equipment, sourcing quotes and actively maintaining inventory.
7. Collaborate with other members of the team to facilitate knowledge sharing and to seek guidance or escalation where appropriate.

Note: Staff may be deployed to duties of an equivalent level in this area of the section, to meet changing work priorities. They will be required to work extended and/or irregular hours on an as required basis.

Selection Criteria

1. Proven experience in the installation and termination of ELV communications cabling consistent with Australian Standards, Building Code requirements and site-specific requirements.
2. Professional communications skills appropriate to working with executive level stakeholders.
3. Proactive approach to managing and completing work tasks, ensuring agreed timelines are maintained.
4. Adherence to health and safety requirements ensuring all work is conducted without creating risks to workers or building occupants.
5. Willingness to collaborate with other members of the team and facilitate knowledge sharing for the overall benefits of the section.

Currently, the salary range for this position is $83,415 - $90,639per annum.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

• Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
• Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
• Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
• Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, and complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
• Health assessment: a pre employment health assessment will be required where there are physical or medical requirements for the role.
• External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
