Job summary

The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 6 Broadcasting Systems Support Supervisor within Digital Recording Services Branch.

An opportunity exists to join the Broadcasting Infrastructure and Support team, responsible for maintaining, supporting and renewing broadcasting facilities working for the Department of Parliamentary Services (DPS) at Australian Parliament House.

Parliamentary Broadcasting produces and distributes live audio and video coverage of all proceedings of the two chambers and the Federation Chamber, televises selected parliamentary proceedings in Parliament House and provides audio coverage of hearings held in other venues around Australia as well as multimedia and audio-visual services within Parliament House.

Broadcast Infrastructure and Support officers are also responsible for key building-wide systems including Emergency Warning and Intercommunications Systems (EWIS) and the synchronised building clocks.

• Experience in the installation and maintenance of Broadcasting equipment.
• Demonstrated capability around analysing and troubleshooting issues.
• Ability to work under time constraints and prioritise in order of system availability and effect of outages.
• Willingness to work around the dynamic requirements of the Parliament.

Job Specific Requirements:

Appropriate qualifications or licenses (e.g. Advanced Diploma of Engineering - Electronics), or equivalent relevant experience are highly desirable.
Possess or be able to obtain accreditation in work site access (e.g. White Card), Elevated Working Platforms and Confined Space access.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1. Supervise a team of technical officers and coordinate day to day operations of broadcasting and communication systems in APH.

2. Undertake complex repairs, maintenance, operations and, as required, installation of radio and television broadcast, communication and related equipment located within Parliament House

3. Liaise with clients in relation to their requirements and/or problems and ensure that all work is undertaken in a professional and timely manner.

4. Undertake technical tasks to ensure the efficient and cost-effective delivery of broadcasting operations.

5. Contribute to continuous improvement of work practices, systems and processes by leading the development of standard operating procedures and regular reporting

Note: Staff may be deployed to duties of an equivalent level in this area of the section, to meet changing work priorities. They will be required to work extended and/or irregular hours on an as required basis.

Selection Criteria

1. Proven experience in applying technical analysis and fault finding, networking, electronics repair and maintenance, and system integration skills to support complex broadcasting and communication environments.

2. Ability to work independently and lead a team in accordance with expectations of a Parliamentary Service Level 6.

3. An awareness of the latest technology used in the broadcasting, communications and related industries and how to apply this in a high-tempo, complex environment.

4. Ability to liaise with a wide variety of stakeholders, including parliamentarians, officials, staff, suppliers and contractors.

5. A strong client focus with a demonstrated capacity to negotiate with a broad range of important clients in a complex environment.

6. Adherence to health and safety requirements ensuring all work is conducted without creating risks to workers or building occupants.

Currently, the salary range for this position is $101,168 - $113,706 per annum.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

• Australian citizenship:Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
• Loss and resumption of Australian citizenship:Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website .
• Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
• Security clearance and character clearance:the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
• Health assessment:a pre-employment health assessment will be required where there are physical or medical requirements for the role.
• External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
