European Investment Bank in Luxembourg is seeking a Procurement Officer to design and manage corporate procurement solutions across CFPC/PM, ensuring regulatory compliance, value-driven sourcing and efficient contracting outcomes.

You will coordinate end-to-end procurement across IT, licensing, and professional services, working with Legal, Compliance and Finance to align with evolving EU rules and governance. The role requires strong stakeholder management and a proactive, analytical mindset.

Qualifikationen

• University degree minimum (Bachelor or equivalent) in law, business, economics, engineering or related field.
• At least 5 years of relevant professional experience in public procurement, sourcing and contract management, ideally in an international organisation.
• Strong knowledge of EU public procurement rules, principles and practices.
• Experience in managing tender procedures.
• Understanding of risk management, contract structuring and supplier management concepts.
• Excellent communication and stakeholder management skills.
• Very good knowledge of standard IT tools and procurement systems.
• Proficiency in English and French, with good command of the other language.

Aufgaben

• Lead and coordinate end-to-end procurement processes, ensuring regulatory compliance and high quality/legality across activities.
• Translate business requirements into procurement strategies, sourcing approaches and contract solutions that optimise value and mitigate risks.
• Prepare and oversee tender documentation, evaluation processes and award proposals with transparency and auditability.
• Contribute to governance controls, including verification of powers of attorney and signature authorities.
• Lead procurement in designated categories (e.g. IT, licence management) to optimise costs and terms.
• Identify, assess and mitigate procurement risks including outsourcing and supplier dependencies.
• Contribute to development and standardisation of procurement policies, tools and templates.
• Provide expert advice on procurement strategies, contract structuring and regulatory frameworks.
• Support procurement reporting and data quality in systems for senior management oversight.
